Jacobs Engineering Work 2023-2025
- Current Work: The City of Aspen has approved a contract with Jacobs Engineering to conduct a re-evaluation of the August 1998 Final Environmental Impact Statement (FEIS) and Record of Decision (ROD).
- Previously, the city in December 2024 kicked off pre-National Environmental Policy Act (NEPA) activities to advance next steps regarding the Entrance to Aspen. This work included review of traffic data and existing conditions, development of a draft purpose and need statement for a potential new NEPA study, and public engagement regarding transportation needs for the Entrance to Aspen corridor.
- Original Project Scope: Jacobs Engineering was hired to study the feasibility of rebuilding the Castle Creek Bridge in its current configuration and with a three-lane alternative, inspect the bridge in a hands-on assessment of the bridge's current state, potential of softening the s-curves, and provide a pre-National Environmental Policy Act (NEPA) Process Outline, including procedural paths forward considering cost, schedule and risks. The federal NEPA rules require an Environmental Impact Statement if a proposed major federal action is determined to significantly affect the quality of the human environment. Any of the 43 alternatives that were initially studied for the Entrance to Aspen in the 1990s but were screened out before resource impacts were fully analyzed during the EIS would require a new federal process/EIS.
