2026 Aspen Golf Club passes go on sale Feb. 16 

Aspen, CO – 2026 Aspen Golf passes go on sale for primary residents on Feb. 16 at noon until noon on Feb. 20. 

The municipal golf course’s main goal is to offer local residents an affordable golfing experience. As part of that mission, golf passes will first be made available to those who provided proof of being a primary resident. To prove this status, qualifying residents in January provided Colorado state issued IDs showing one of the following zip codes: 81611, 81615, 81621, 81623, 81642, 81654 or 81656. 

All additional passes will go on sale for the general public at noon on March 9.

Applications available for city of Aspen food tax refund 

Apply online now 

Aspen, CO – Aspen residents who lived within city limits for the entire year of 2025 and who have been registered to vote since Jan. 1, 2025, or before, are eligible to apply for a $136 food tax refund, which is now available as an online application. Applicants are required to apply online to reduce paper use and expedite the administrative process. 

To qualify for the food sales tax refund all applicants must: 

Residents who are not eligible to register to vote due to non-citizenship or a felony conviction may still apply by providing alternative proof of residency for the full calendar year, as determined by the finance director. 

Applicants who do not need their refund this year may choose to donate some or all of their awarded amount to a nonprofit organization of their choice. Donations may be tax-deductible and offer an opportunity to support local causes and programs. 

The city of Aspen created food sales tax refunds as an incentive to encourage voters to support a sales tax referendum in 1970. It was intended to reimburse voters for the approximate amount of sales tax that they would pay annually on grocery purchases due to the imposition of a city sales tax.

Winter Bike to Work Day to be held Feb. 13

Aspen, CO - The city of Aspen transportation department has announced Winter Bike to Work Day will be on Friday, Feb. 13, 2026. This event aims to encourage cycling and walking as alternative modes of transportation during the winter season.   

“Winter Bike to Work Day is a fun way to show that getting around Aspen without a car is possible year-round,” said Sandy Doebler, mobility administrator for the city of Aspen’s transportation department. “By biking, walking, or taking transit in the winter, our community supports a healthier lifestyle while helping reduce traffic and environmental impacts, and we’re excited to celebrate those efforts together.” 

After biking, walking, or taking the bus, stop by Paepcke Park from 7:30 a.m. to 9:30 a.m. to enjoy free food and drinks, learn about commuter safety, and have a chance to win prizes.

 The city of Aspen announces 2026 Cultural Vibrancy Fellowship cohorts  

Twelve adult artists and 10 youth artists have been selected to participate

Aspen, CO – The city of Aspen is pleased to announce the selection of 12 adult artists and 10 youth artists for the 2026 Cultural Vibrancy Fellowship, an initiative that celebrates and supports local creative talent by providing funding for artistic projects while fostering connection and collaboration within the arts community. Artists were notified in January and will meet regularly until the final celebratory gathering in mid-May. 

The selected adult fellows represent a wide range of creative fields. Agustina Flores Maini blends visual art and sound to create interactive experiences. Andy Curtis is a photographer who tells stories through his images. Axel Livingston works with blacksmithing, ceramics, and glassblowing to transform reclaimed materials into nature-inspired art. Chris MacDonald is a documentary filmmaker focused on storytelling. 

Daysi Mayer is a musician inspired by upbeat, jazz-influenced music, collaborating with local artists. Hector Chacon is a singer-songwriter rooted in regional Mexican music. Jessica Mansor is a painter who uses acrylic and larger canvas to express emotion and is expressive through color and mark-making, and Josefina Mendez Cattaneo is a musically talented artist. Michael Bonds is a ceramic artist and educator who experiments with glazes and firing techniques.

Miller Ford uses comedy to create welcoming spaces where people connect through laughter. Tristan Trincado is an independent singer-songwriter and multi-instrumentalist. Whit Boucher creates detailed pen-and-ink drawings highlighted with gold leaf and watercolor.

Adult fellows may receive up to $5,000 to support their projects. This year’s cohort highlights the wide variety of talent in Aspen’s creative community, spanning photography, visual art, music, ceramics, film, and comedy. The fellowship aims to help artists connect, grow in their artistic practice, pursue innovative projects, and bring more art to the community.

The 2026 youth fellows bring a vibrant mix of creative talents. Aaron Levey channels his passion for graphic and fashion design, crafting logos and visuals that stand out. Bo Pfaffmann uses photography and videography to reveal the hidden stories and natural beauty of the community. Dante Clark shines as a young performer and musician, while Jacob Barrow captures compelling moments through his lens. Outdoor enthusiast Koston Tanner is eager to bring the thrill of adventure to life through film.

Lillo Oppenheim’s Edible Art Lab transforms food into vibrant, textured, and sculptural creations that delight both the eye and palate. Maya Calle breathes life into fashion with her skillful drawing and imaginative designs. Micah Scott, transitioning from watercolor to oil painting, is expanding their artistic voice by exploring new media like ink, photography, gouache, and spray paint. Norah Glasgow, inspired by recent studies, passionately designs clothing that is as wearable as it is creative. Yaroslav Loboda is a visual artist known for his bold and unique paintings that push creative boundaries.

Youth fellows will receive $750 in funding to support their art. These young creatives showcase their talents within Aspen’s youth community. Inspiring and dedicated, they represent the growing future of the local arts scene.

In 2026, fellowship gatherings will go beyond traditional discussions to include immersive experiences. Fellows will attend select performances at the Wheeler Opera House followed by intimate conversations with the presenting artists, fostering artistic exposure and inspiration. Both youth and adult cohorts will participate in five workshops from February through May, culminating in a celebratory event at the Wheeler.

City of Aspen announces updated parking rates effective Feb. 16

Aspen, CO – The city of Aspen will implement updated parking rates beginning Feb. 16, 2026, as approved by Aspen City Council.  

These changes aim to promote turnover, make parking more accessible for shoppers and diners in the downtown core, and support the city’s goal of reducing greenhouse gas emissions from single-occupant vehicle trips. This marks the first adjustment to parking fees since 2018. 

To encourage availability, a maximum of four hours of parking per license plate will be allowed per day. Rates vary by season and time of day: 

Peak season (January–March, June–September, December | Monday–Saturday; Sunday free):

• 10 a.m.–10:59 a.m.: $5/hour 
• 11 a.m.–2:59 p.m.: $7/hour 
• 3 p.m.–5:59 p.m.: $5/hour 

Off season (April, May, October, November | Monday–Friday; Saturday–Sunday free): 

• 10 a.m.–10:59 a.m.: $3/hour 
• 11 a.m.–2:59 p.m.: $5/hour 
• 3 p.m.–5:59 p.m.: $3/hour 
• Residential day passes: 
• $9/day, Monday through Friday 
• Free on Saturdays, Sundays, and holidays 

Carpool permits:

• Drivers utilizing the city of Aspen’s electric vehicle chargers are required to pay for both charging and parking. Parking rates at EV chargers are determined by the zone in which they are located.

Aspen City Council approves city’s first-ever strategic plan

Aspen, CO — Aspen City Council on Tuesday approved the city’s first-ever strategic plan, establishing a clear, transparent two-year roadmap that aligns City Council priorities with day-to-day city operations and long-term community outcomes. 

The strategic plan consolidates the city’s mission and values, along with Council’s guiding principles and goals, into a single, accessible document designed to improve transparency, prioritize high-impact work, and clearly communicate how the city is delivering results for the Aspen community. 

“This strategic plan gives Aspen something we’ve never had before — one shared framework that clearly shows what matters most, how we’re prioritizing our work, and how we’ll measure success,” said City Manager Pete Strecker. “It aligns our people, resources, and operations around Council direction and gives both staff and the community a practical tool to track progress and stay accountable.” 

He added that while the plan highlights Council priorities and allows for measurement, it is not all encompassing to the work staff does and the city will continue to deliver exceptional services across all lines of business for the community.

The plan organizes City Council’s priorities into six strategic objectives for the next two years. Four objectives focus on advancing Council’s critical priority projects and goals through 2027, while two objectives embed Council’s guiding principles into daily city operations. 

The six strategic objectives are: 

• Critical public projects: Delivering high-impact capital projects of generational importance, including the Armory Hall redevelopment, the Lumberyard Affordable Housing project, and improvements to the Entrance to Aspen. 
• Early childhood education: Supporting working families by expanding childcare availability, improving affordability, and investing in high-quality learning environments and a sustainable early-education workforce. 
• Resource and infrastructure resilience: Strengthening energy, water, and wildfire resilience to address climate change, protect natural systems, and ensure long-term community safety and sustainability. 
• Traffic flow and congestion: Reducing congestion and improving mobility through multimodal transportation investments, demand management strategies, and ongoing infrastructure maintenance. 
• Exceptional experiences and services: Maintaining high-quality public spaces, simplifying permits and licensing, and delivering convenient, responsive city services. 
• Organizational excellence: Investing in people, culture, and efficient processes to support a resilient, high-performing municipal workforce. 

Each objective includes three priority initiatives the city can directly influence, supported by defined success metrics that link tangible outcomes to Council goals. Together, these elements align Council’s vision with organizational priorities and daily work. 

“Adopting Aspen’s first strategic plan is an important milestone for our community,” said Mayor Rachael Richards. “This plan reflects our shared values and sets clear expectations for how the city will focus its efforts over the next two years — from housing and childcare to climate resilience and exceptional public service. It’s about being intentional, transparent, and accountable to the people we serve.” 

The strategic plan and supporting materials will be available on the city’s website, with future enhancements including a public-facing dashboard to track progress over time. Internally, progress tracking will be integrated with the city’s budgeting systems to better align resources with strategic priorities and reduce administrative costs.

Art Cart Alpine Rally returns to Aspen for third year

The city of Aspen will host the Art Cart Alpine Rally on Feb. 7

Aspen, CO – The Art Cart Alpine Rally, a unique sledding race, will return to the Whoa Nelly Sledding Hill at the Aspen Recreation Center on Saturday, Feb. 7, 2026. Now in its third year, the event invites participants of all ages to design and build creatively modified sleds, then race them down the hill for a chance to win prizes. 

The event, which is open to both children and adults, will take place from 6 p.m. to 8 p.m., with food trucks opening at 5:30 p.m. A variety of food options will be available, including offerings from Slow Groovin' BBQ and the Rolling Fork food truck. Hot chocolate by The Dreamery and fire pits will be provided to keep attendees warm, and a DJ will provide music entertainment. 

Participants will be judged based on both the speed and design of their sleds. Winners will be announced at the end of the event.

The Art Cart Alpine Rally is free to attend for spectators, but participants must register to compete. This annual sledding race celebrates creativity, craftsmanship, and winter sports. New this year the Red Brick Center for the Arts will host a free Art Cart lantern making creative happy hour on Thursday, Feb. 5. If you don't have a cart but want to get involved, come make some lanterns to light the way for the Art Cart for all to see. City of Aspen hosts permitting mix n’ mingle  

Aspen, CO – The city of Aspen invites community members to connect with city permitting staff at a permitting mix n’ mingle on Wednesday, Jan. 28, from 12 p.m. to 1:30 p.m. in the Dunaway Room at the Pitkin County Library, 120 N. Mill St. 

The city of Aspen issues hundreds of permits each year for projects ranging from home renovations and business improvements to infrastructure upgrades and special events. This event is designed to help people better understand the permitting process, build relationships with city staff, and create a welcoming space for questions and conversation. 

Attendees will have the opportunity to meet one-on-one with permitting staff from multiple city departments, including building, planning, engineering, utilities, parks, and parking. City staff will be available to explain permitting requirements, share helpful tips, and offer guidance on navigating the process more smoothly. 

“We know that permitting can feel overwhelming, and we’ve been taking steps in the last few years to especially help clarify the process,” said Sydney Fallon, city of Aspen development services supervisor. “This event is about highlighting available resources, humanizing the process by putting faces to names, encouraging engagement, and making sure our community feels supported as they take on projects that contribute to Aspen’s vibrancy.”

City implements phase 2 of Organic Waste Diversion ordinance 

Expanded requirements for businesses and multi-family properties effective Jan. 15 

Aspen, CO – Beginning Jan. 15, 2026, the city of Aspen will implement phase 2 of its Organic Waste Diversion ordinance, requiring all businesses and multi-family properties within city limits to separate organic waste from trash and recycling. 

Building on the ordinance’s initial implementation in 2023, phase 2 is a key step in Aspen’s efforts to reduce landfill waste, cut greenhouse gas emissions, and support a more sustainable local waste system. 

Phase 1 of the organic waste diversion ordinance required all restaurants to divert their food waste from the trash. By the end of 2024, one year after the program went into effect, the city saw 2,000 tons more organic waste diverted from the landfill compared to before restaurants began composting. Data for 2025 is currently being calculated. 

The city has been working closely with waste haulers, property managers, and business owners to prepare for the Jan. 15 effective date, offering educational sessions and materials, technical assistance, and implementation guidance. 

“The success of phase 1 demonstrated the real impact organic waste diversion can have,” said Jimena Baldino, the city’s sustainability programs administrator. “We’re excited to build on that progress, and our goal is to work alongside the community to make this successful. We are focusing on education and support to assist in the roll out of this program.”

Kids First childcare financial aid deadline is Feb. 1

Aspen, CO – The city and Kids First offer an annual financial aid program to help working families offset the cost of childcare. Applications are due on Feb. 1, with assistance beginning on March 1. Families who are already receiving financial aid do not need to reapply.

Kids First is a dedicated early childhood resource focused on supporting quality and affordable childcare options for families in Aspen. Recognizing the financial challenges that working families face in securing childcare, Kids First strives to ease the burden through financial assistance.

 Overnight parking restrictions in downtown Aspen being enforced

Aspen, CO – The city of Aspen reminds residents, visitors, and downtown employees that no parking is allowed in the commercial core between 3 a.m. and 7 a.m. 

After two months of issuing warnings, Aspen Police officers are now actively enforcing the law with $75 tickets to violators.  

Vehicles parked overnight during a snow event will be subject to being towed, with fees up to $260. 

To help keep city streets safe and clear this winter, the parking, streets, and police departments are working together to enforce this restriction. 

“Overnight parking restrictions are about safety first,” said Daniel Maldonado, the city’s streets superintendent. “Keeping streets clear between 3 a.m. and 7 a.m. allows our crews to remove snow efficiently, maintain proper drainage, and reduce hazards for drivers, pedestrians, and the city staff working in winter conditions. Compliance helps us keep Aspen’s streets safe and accessible for everyone.”

City of Aspen to host open house on 2026 golf passes

ASPEN, CO — Aspen’s municipal golf course is preparing for the 2026 season and making changes aimed at improving access, fairness, and value for local golfers. An open house will be held Thursday, Jan. 15 from 4-6 p.m. at City Hall to educate the public about the changes.  

To prioritize availability for golfers, the Aspen Golf Club continues to focus on serving primary residents — those with a local driver’s license or state ID reflecting a local zip code. Primary resident verification for the 2026 golf season occurs throughout January. 

Residents who wish to be eligible to purchase a 2026 golf pass must complete the primary resident verification form available at aspengolf.com by noon on Jan. 30. Eligible applicants will receive instructions on how to purchase a pass.  

Verified primary resident golf passes will be available for purchase beginning at noon on Feb. 16 through noon on Feb. 20. Quantities are limited and all sales are final. Any remaining passes will go on sale to the general public at noon on March 9. 

To improve tee time access, the Aspen Golf Club is reducing the total number of golf passes available in 2026 and limiting the number of reservations each passholder may hold within the booking window. These changes are designed to create more availability and flexibility for all golfers. 

To help the community learn more about these changes and ask questions, the city of Aspen will host a public open house on Jan. 15 from 4-6 p.m. in City Council Chambers, located on the third floor of City Hall at 427 Rio Grande Place.

City of Aspen and Pitkin County offering free radon tests

City announces incentives for radon mitigation

Aspen, CO - January is National Radon Action Month. The city of Aspen, in partnership with Pitkin County, is taking proactive steps to address the potential threat of radon gas in local homes. 

To encourage residents to safeguard their homes, the city and county are offering free radon test kits. Residents can pick up a free radon test kit during regular business hours at City Hall at the community development office on the first floor located at 427 Rio Grande Place or at the Pitkin County administrative building at 530 East Main St. in suite 205. 

Radon is an invisible, odorless, naturally occurring radioactive gas that can enter homes through cracks in floors and foundations. It is the leading cause of lung cancer among non-smokers and is responsible for more than 20,000 lung cancer deaths in the United States each year. Due to Colorado’s geology, approximately 50% of homes in the state have elevated radon levels, making testing particularly important.

For homes that test high for radon, mitigation systems can significantly reduce exposure. To help offset mitigation costs, the city of Aspen environmental health and sustainability department is launching a new grant opportunity for qualifying Aspen–Pitkin County Housing Authority households with radon test results of 4 pCi/L or higher. Applications will open on March 1, 2026. 

In addition to residential support, the city is expanding its radon efforts through a pilot project offering free radon testing for commercial buildings. This expanded testing will help city staff better understand radon levels across the community and assist in the development of future programs and incentives. Commercial building owners interested in participating can contact airquality@aspen.gov.

“We’re excited to continue to expand our radon efforts alongside Pitkin County and provide more resources for our community,” said Natalie Tsevdos, city of Aspen environmental health programs administrator.   “We hope these programs help residents take action now while also strengthening our understanding of radon levels throughout Aspen.”

City of Aspen and CORE complete benchmarking onboarding for Building IQ program

Aspen, CO – The city of Aspen, in partnership with the Community Office for Resource Efficiency (CORE), has completed the phased onboarding process for benchmarking, indicating a key development in the progression of the city’s Building IQ ordinance.  

Benchmarking is the annual tracking of energy and water use of buildings to establish baselines and identify opportunities for efficiency and emissions reduction. Benchmarking is phase one of the city’s two-part Building IQ ordinance passed by Aspen City Council in 2022 to support the city’s climate goal of reducing greenhouse gas emissions 63.4% by 2030 and 100% by 2050. Completing the onboarding phase means that 173 buildings have been benchmarked, including all commercial buildings over 5,000 square feet and all multifamily buildings over 15,000 square feet.

"At CORE, our mission is to urgently reduce carbon emissions in the built environment, and effective benchmarking is key to unlocking energy efficiency in our buildings," said Ofek Bruhis, project manager at CORE. "We’re committed to helping property owners turn insights into action and access the tools needed to improve building performance and to support Aspen’s climate goals."

Key findings in the 2025 Building IQ benchmarking annual report include:

“This onboarding process would not have been possible without the wide-spread community support for this program and CORE's exceptional customer service,” said Baker Casagrande, the city’s sustainability analyst. “Now, the fun (and complex) part begins: Watching Aspen's buildings become more efficient as our community implements projects with support from CORE and the city."

With onboarding complete, the program will begin tracking annual shifts in building efficiency while connecting owners with technical guidance and funding opportunities. Benchmarking data will play a key role in developing phase two of the Building IQ ordinance, which City Council will consider at a future date.

City of Aspen nonprofit grant deadline is Dec. 10

Aspen, CO — The deadline to apply for a city of Aspen nonprofit grant for 2026 is fast approaching, with applicants having to submit their applications by Wednesday, Dec. 10 at 5 p.m. 

All applicants must demonstrate that grant funds directly support programs and services delivered within the Aspen-to-Glenwood corridor and primarily benefit residents and the local workforce. 

Nonprofits with a physical presence or majority of services within the Aspen Urban Growth Boundary are eligible for larger grant awards than applications whose primary service area is elsewhere in the Roaring Fork Valley.  

Aspen-based arts and culture organizations are eligible for grants up to $100,000, while those outside Aspen may receive up to $75,000. Community nonprofit applicants based in Aspen can receive up to $50,000, compared to $37,500 for others. Health and human services organizations may apply for up to $30,000 and do not have Aspen-based tiers associated with the division.

To better align with the program’s dual goals of broad community support and meaningful impact, the updated funding structure will guarantee up to 25 $5,000 grants to eligible organizations that meet performance criteria. At the same time, the city will prioritize larger, competitive awards for top-performing nonprofits. This change enables the city to support a wide range of organizations while directing substantial resources toward those applications deemed most impactful by community reviewers.

City of Aspen launches youth ambassador program to support local climate action

Aspen, CO — The city of Aspen has launched a youth ambassador program as part of its Commit to Tomorrow sustainability campaign, offering local residents ages 24 and under the opportunity to lead sustainability and climate-action projects in their community. 

Applicants must submit a project proposal that addresses a community climate action need, and the chosen ambassadors will receive funding to implement their projects.  

To be eligible, applicants must either reside within Aspen’s urban growth boundary or be currently enrolled in Aspen public schools. All proposed projects must align with the objectives outlined in the city’s Aspen Sustainability Action Plan (ASAP).  

Award amounts will be up to $1,500 per project depending on the scope and needs outlined in the proposal. Funding can be used for materials, transportation, event supplies, outreach, and other costs directly related to implementing the project. 

“The goal with this program is to foster understanding of local climate initiatives and to educate and engage the community on sustainability issues,” said Clare McLaughlin, the city’s sustainability manager. “We are excited to empower and amplify local youth climate leaders through their real-world projects.”

Resident Artist Exhibition debuts at the Red Brick Center for the Arts Dec. 4

Aspen, CO— The Red Brick Center for the Arts is excited to announce the Resident Artist exhibition opening on Dec. 4, 2025, with a public reception starting at 5 p.m.

The exhibition features new works by Red Brick’s resident artists, who are at the heart of the organization’s mission to inspire creativity and discovery. Opening during the holiday season and continuing through the winter, the exhibition offers visitors a perfect opportunity to experience art in a warm and welcoming space.

Featured artists include Michael Bonds, known for pottery with a background in graphic design; Nancy Kullgren, whose vibrant paintings play with color and invoke wonder; and Tammie Lane, who is a ceramicist and painter inspired by the environment around her.

Watercolor artist Nika Meyers captures the beauty and movement of wilderness, while jewelry designer Caitlin Dunn blends contemporary aesthetics with natural elements in her intricate pieces. Overnight parking restrictions in downtown Aspen in effect

Aspen, CO – The city of Aspen reminds residents, visitors, and downtown employees that no parking is allowed in the commercial core between 3 a.m. and 7 a.m.

To help keep city streets safe and clear this winter, the parking, streets, and police departments are working together to enforce this restriction.

Beginning immediately, warnings will be issued and starting in January, violations will result in a $75 ticket.

Vehicles parked overnight during a snow event will be subject to being towed, with fees up to $260.

These measures ensure efficient snow removal, proper water drainage, and a safe environment for our streets crews and community.

Aspen City Council approves updates to short-term rental regulations 

Aspen, CO – Aspen City Council approved amendments to the city’s short-term rental (STR) regulations on Tuesday, Nov. 18. The amendments are intended to streamline the permit application process, offer limited exemptions for permit transferability and tax filing requirements, and enhance compliance within the STR program.

City of Aspen seeks community input on ADA accessibility efforts 

Aspen, CO - The city of Aspen is working to enhance accessibility for individuals with disabilities while ensuring full compliance with the Americans with Disabilities Act (ADA). As part of this commitment, the city has launched a comprehensive ADA self-evaluation to assess the accessibility of its facilities, programs, and public rights-of-way.  

The ADA, originally enacted on July 26, 1990, and later amended effective Jan. 1, 2009, aims to protect the rights of individuals with disabilities. Under Title II of the ADA, state and local governments are prohibited from discriminating against individuals based on disability or denying access to programs, services, or activities. 

To comply with Title II, local governments are required to develop transition plans that identify physical barriers within public facilities and establish a roadmap for improving accessibility to buildings and services. The first step of this process is to complete an ADA self-evaluation, a comprehensive review of an agency to identify barriers for individuals with disabilities. 

The self-evaluation began in August 2024 and is scheduled to continue through January 2028 when it’s anticipated that the transition plan is completed. This process is a collaborative effort led by the city’s engineering department. 

As part of its public outreach, the city will host a community open house on Tuesday, Nov. 11, 2025, from 4 p.m. to 5 p.m. in City Hall’s Council Chambers. Community members are invited to attend, learn more about the project, and share feedback on accessibility within Aspen’s public facilities and right-of-way. 

The city is actively seeking input from residents to help identify barriers and prioritize future improvements. Community perspectives will directly inform the development of an ADA self-evaluation summary of findings report, which will be made available to the public upon completion of the assessment. 

Residents are encouraged to complete a short, five-minute survey designed to gather input on accessibility within the city’s right-of-way and public facilities. Topics include sidewalks, curb ramps, signalized intersections, on-street accessible parking, transit stops, city buildings, accessible communications, and public meeting accessibility. 

Survey responses are voluntary and confidential. The feedback will support the city’s efforts to prioritize ADA improvements and continue enhancing access for all.

Applications open for the city of Aspen’s Cultural Vibrancy Fellowship

Program fosters creativity and growth for adult and youth artists through mentorship, funding, and collaboration

Aspen, CO – The city of Aspen announces applications for the Cultural Vibrancy Fellowship are now open for both adult and youth artists. The Cultural Vibrancy Fellowship supports local artists by providing financial assistance and fostering meaningful connections within the creative community. Local artists are encouraged to apply by Nov. 21.

The Red Brick Center for the Arts and the Wheeler Opera House have partnered to design and host this program, which provides a space to recognize, showcase, and support local artists. The fellowship offers funding opportunities to help artists advance their creative practice, further their careers, and pursue innovative ideas.

A total of 12 adult artists will be selected to participate in the program, each receiving up to $5,000 in funding. Adult applicants must be at least 19 years old and reside or work within the Aspen Urban Growth Boundary for at least nine months of the year.

The youth cohort will include 10 participants, each eligible to receive up to $750. Youth applicants must be 14–18 years old and either live within the Aspen Urban Growth Boundary or attend school within the Aspen School District Boundary.

Adult participants from the 2023 Fellowship are welcome to reapply. However, last year’s recipients are not eligible. Returning applicants must propose a new and innovative project. Youth participants from the previous year are encouraged to reapply with a fresh project proposal.

In addition to financial support, the fellowship provides a safe, welcoming, and inspiring environment where recipients can connect, share, learn, and grow together. Participants will attend live performances hosted by the Wheeler Opera House, which is organized by Mike Harrington, executive director of the opera house, and Sarah Roy, executive director of the Red Brick Center for the Arts. Following the performances, the artist's cohorts will participate in facilitated gatherings led by experienced artists, creating opportunities for dialogue, collaboration, and community building. 

“We are thrilled that the Cultural Vibrancy Fellowship, now into its third year, continues to evolve as we learn how the program can best serve our local artists,” said Mike Harrington, executive director of the Wheeler Opera House. “It has been so heartwarming to observe the impactful connections and artistic growth that continue to emerge from the first two cohorts. We encourage all eligible artists to apply to be a part of the 2026 cohort.”

The Cultural Vibrancy Fellowship is open to individual artists working across a wide range of disciplines, including performing arts, visual arts, film, literary arts, mixed media, and new media arts.

Aspen, CO — The city of Aspen invites families, residents, and visitors to celebrate the grand opening of the new Wagner Park playground on Monday, Oct. 27, 2025, from 3 p.m. to 5 p.m.

This community event marks the official debut of the newly constructed playground in downtown Aspen. Families are encouraged to come out and play on the brand-new equipment, explore the improved play area, and enjoy free treats provided during the celebration.

“The Wagner Park playground has always been a beloved spot for families,” said Michael Tunte, landscape architect and construction manager. “We’re excited to unveil a space that encourages creativity, movement, and connection for kids of all ages.”

Electric vehicle chargers added at Rio Grande Parking Garage

Aspen, CO – The city of Aspen has installed two new electric vehicle (EV) charging stations in the Rio Grande Parking Garage expanding the city’s accessible EV charging infrastructure.

Station one is a ChargePoint level 2 dual-port charger providing 19 kW to two EV-dedicated parking spaces, located on the main level near the garage exit. Station two is a ChargePoint level 2 single-port charger providing 7.2 kW to one EV-dedicated parking space, located on level 2 next to the DC fast charging station.

Level 2 charging rates are $0.30 per kWh. Overstay fees apply at $0.25 per minute after four hours of continuous use. Overstay fees are not applied between midnight and 8 a.m.

These stations provide Aspen residents and visitors with additional options to charge their electric vehicles while supporting the city’s sustainability goals.

More than $31 million distributed to local nonprofits since program’s inception

Aspen, CO — The city of Aspen’s 2025 nonprofit grant cycle is now open, marking another year of investment in local arts, culture, community nonprofits and human services sectors. 

Since 1996, the city has distributed more than $31 million in grant funding to local nonprofits. 

The city’s nonprofit grant program — one of the most generous in the country per capita — continues to evolve to ensure it remains sustainable, effective, and aligned with community priorities. Several policy updates take effect with this grant cycle, reflecting feedback from Aspen City Council and recommendations from the city’s Grants Steering Committee. 

“These refinements ensure that grant funds have the most positive impact as possible in our community while ensuring that the program continues to reflect best practices in municipal grantmaking,” said John Barker, the director of the city’s strategy and innovation office. “We are proud to offer a program that is transparent, meaningful, and easy to participate in.”

The city is moving toward multi-year funding to improve stability and reduce administrative burden for nonprofit organizations. The city will continue to provide training opportunities for applicants through virtual and in-person sessions. Aspen, CO — El ciclo de subvenciones para organizaciones sin fines de lucro de 2025 de la ciudad de Aspen ya está abierto, marcando otro año de inversión en las artes locales, la cultura, las organizaciones comunitarias sin fines de lucro y en el sector de servicios humanos. 

Desde 1996, la ciudad ha distribuido más de $31 millones en fondos de subvenciones a organizaciones locales sin fines de lucro. 

El programa de subvenciones para organizaciones sin fines de lucro de la ciudad, es uno de los más generosos del país por capital, sigue evolucionando para garantizar que siga siendo sostenible, eficaz y esté alineado con las prioridades de la comunidad. Varias actualizaciones de política entran en vigor con este ciclo de subvenciones, lo que refleja los comentarios del Concejo Municipal de Aspen y las recomendaciones del Comité Directivo de Subvenciones de la ciudad.

Aspen, CO – The city of Aspen is hosting a free waste drop-off for residents to dispose of paint, printer ink, and lightbulbs on Saturday, Oct. 11 from 10 a.m. to 12 p.m. at the Rio Grande Recycle Center, 618-598 Rio Grande Pl.

Paint, printer ink, and lightbulbs are hazardous for the environment and cannot be disposed of in regular trash. Residents are encouraged to take advantage of this event to safely and properly dispose of these items, so they do not end up in the landfill. 

Spray paint, paint thinner, solvents, cleaning agents, adhesives, roof patch drywall mud or driveway and roof sealant are not allowed.

Kids First updates financial aid parameters to expand eligibility for families  to qualify for financial aid  Applications due Nov. 1 with assistance beginning Dec. 1

Aspen, CO – Kids First, a city of Aspen early childhood resource center supporting quality, affordable childcare in Aspen and Pitkin County, announces updated income and cost guidelines for its financial aid program. Families who did not previously qualify may now be eligible.

This decision comes following an Aspen City Council work session on Aug. 18, 2025. Council voted to allocate more budget to providing financial assistance to local families, as part of its 2025–2027 goal of early childhood education programmatic enhancement and optimization. The financial aid changes will be tested over a six-month pilot period, enabling staff to assess success and the number of additional families supported.

Program updates include:

- Expanded financial aid eligibility: Families earning up to 750% of the federal poverty level can now qualify.- Reduced family childcare costs: Childcare costs capped at 18% of household income for qualified families, with the lowest-income families paying as little as 7% of household income.- Gradual contribution increments: Adjusted financial aid structure to smooth transitions between income levels and reduce sudden increases in family contributions. 

"We are very grateful for the support from Aspen City Council,” said Kids First Co-Manager Nancy Nichols. “This allows us to expand our financial aid program and help more families access this valuable community resource."

The online application is now open and is due by Nov. 1. Only new families need to apply; current families receiving assistance will have their funding amounts adjusted to align with the new guidelines.

To qualify, applicants must live and work within the Aspen urban growth boundary and provide a verifiable street address in the city of Aspen.

City and Pitkin County partner to complete upgrades at Aspen Animal Shelter  

Aspen, CO – The city of Aspen and Pitkin County have completed a series of energy efficiency and facility upgrades at the Aspen Animal Shelter. The project began in the summer of 2024 and reinvested operational funds through capital improvements focused on energy performance and upgrading facility operations. The project was jointly funded by the city and county as they share ownership of the Aspen Animal Shelter.

Buildings contribute 57% of Aspen’s greenhouse gas (GHG) emissions, making improvements in the built environment critical to achieving the city’s climate goal of 100% reduction of GHG emissions by 2050.

The completed shelter upgrades improve energy performance, reliability, and daily operations, while supporting the health and safety of animals and staff. In addition to energy efficiency upgrades, the city and county provided cosmetic and logistic upgrades, assisting with better performance for day-to-day operations.    “This project created a great opportunity for partnership with the city and county,” said Ryan LaPointe, city of Aspen project manager. “We were able to invest in an important community resource in a way that benefits the animals, the people who care for them, and the environment we all share.” 

The primary efficiency upgrade was the installation of a 30 kilowatt (kW) photovoltaic solar panel system with battery backup that can generate enough electricity to power most of the shelter’s daily operations, such as lighting, heating and cooling, and essential equipment. 

Additional energy upgrades include:  

• Conversion of lighting to LED. 
• Replacement of boilers, air handler, and water heater to more energy efficient models. 
• Insulation added to the underside of the roof.
• Installation of six new energy-efficient windows. 
• Kitchen and surgical room upgrades to commercial-grade energy efficient appliances. 

Cosmetic and logistical upgrades: 

• New insulated metal back entry door to streamline deliveries 
• Refreshed epoxy flooring in the surgical room and ceiling work in the grooming room 
• Addition of three outdoor shade awnings for animals 
• Replacement of countertops and new cabinets  
• Painting, drywall repairs, and other cosmetic improvements 

“We are really excited about these upgrades,” said Seth Sachson, Aspen Animal Shelter director. “They not only improve the quality of life for the animals and the working environment for our staff but also make a positive impact for the environment.” 

The Aspen Animal Shelter serves as a key community resource, providing care for animals while supporting adoption and education programs. The recent upgrades ensure the building remains functional, efficient, and well-equipped to meet community needs.

Aspen Police Department to host emergency preparedness event Sept. 22 

Aspen, CO – The Aspen Police Department, in partnership with the Aspen Fire Department, Roaring Fork Fire Rescue, and Pitkin County Emergency Management, invites the community to a special event on Monday, Sept. 22, from 4 p.m. to 5 p.m. to learn how to prepare during wildfire season and build community resilience. 

The “Ready and Resilient” emergency preparedness campaign will focus on what residents need to know when wildfires threaten the Roaring Fork Valley, including: 

• How to create a go bag to be ready for evacuation. 
• Understanding the difference between pre-evacuation, evacuation, and shelter-in-place orders. 
• Tips from the Aspen Fire Department on creating defensible space around homes. 
• Guidance from Pitkin County Emergency Management on alert systems and emergency communication resources. 

“Aspen is no stranger to wildfire risk, and preparedness is a responsibility we all share,” said Aspen Police Chief Kim Ferber. “With September being National Preparedness Month, our goal is to give residents the knowledge and tools they need to respond quickly and safely when the time comes.” 

The event will include presentations, opportunities for community members to ask questions of local experts and free go bag supplies.  

Attendees can expect an on-site demonstration on how to build their own go bag. Plus, one lucky attendee will win the fully stocked version to take home. In addition, participants will leave with practical checklists and resources to help them prepare their families and homes. 

"Being ready helps to make us resilient,” said Aspen Fire Chief Jake Andersen. “The best thing about our wildfire situation, at least immediately adjacent to town, is that we can fix this.   “This isn't an unsolvable problem,” he continued. “If anyone can do it its Aspen. City of Aspen launches Commercial Water Efficiency Challenge

Aspen, CO — The city of Aspen, with support from the Colorado Water Conservation Board, announces the launch of the Commercial Water Efficiency Challenge, Rebate, and Awards Program. It’s a yearlong initiative designed to help local businesses reduce indoor water use, save money, and build long-term sustainable practices. 

The program encourages commercial accounts served by the city’s utility to engage in water-saving activities while offering participants the opportunity to replace inefficient water-using appliances with more efficient models. Businesses can receive a rebate of up to $7,500 for qualifying appliance replacements. 

“Water conservation is a community effort, and this challenge allows Aspen’s business community to take an active role in protecting one of our most vital resources,” said Megan Killer, the city’s plans review technician. 

The challenge will run for one year, beginning Sept. 15, providing businesses with ample time to participate. Once signed up, each participating business will receive resources from the city, including a point guide outlining water-saving actions and one-on-one assistance. While businesses can view their progress, official point tracking will be managed by the city. Participants will be celebrated for their conservation leadership in an awards and recognition ceremony to conclude the challenge. 

The Commercial Water Efficiency Challenge focuses on helping businesses make tangible, hands-on changes to reduce indoor water use and create lasting conservation habits.

Aspen, CO - The Colorado Department of Transportation will conduct asphalt surface maintenance work on Thursday, Sept. 11, 2025, along the west end of the Highway 82/Main Street corridor, from Aspen to 7th streets.

Aspen, CO – The city of Aspen invites community members to attend the third annual Mactoberfest on Saturday, Sept. 6, 2025, from 1 p.m. to 3 p.m. on Restaurant Row, East Hopkins Avenue, between Monarch and Mill streets.  

This free event will feature the ultimate mac and cheese showdown, where local participants compete to create the best macaroni and cheese. It will also feature beer for sale by Aspen’s Mother Puckers women’s hockey team and live music.

This year, participants will compete for the Crowd Favorite and the Judges’ Favorite titles. Attendees can sample dishes and vote anonymously for their favorite macaroni and cheese. Meet and greet event set for Sept. 4

 Aspen, CO — The mayor and city council invite community members to a public meet and greet with Pete Strecker, the internal finalist for Aspen’s city manager position.  

The event will take place on Thursday, Sept. 4, from 4 p.m. to 6 p.m. at The Vault in the Wheeler Opera House. 

The gathering is designed to provide residents, business owners, nonprofit partners, and other stakeholders an opportunity to meet Strecker, ask questions, and share feedback with City Council before a final hiring decision is made. 

“This is an important moment for Aspen, and we want our community to be engaged in the process,” said Aspen Mayor Rachael Richards. “The city manager plays a vital role in ensuring our city government runs efficiently and reflects the values of our residents.” 

 The feedback collected will be presented to City Council to assist in its decision-making process. The information gathered will emphasize the skills required for the role and reflect the community’s needs and priorities.

Strecker became interim city manager in March following the resignation of Sara Ott. He brings more than two decades of experience in state and local government, along with a strong background in financial leadership and economic forecasting. 

Strecker has served as Aspen’s finance director since 2018, overseeing the city’s financial operations and strategic fiscal planning. He originally joined the city in 2012 as assistant finance director after relocating to the Roaring Fork Valley.

City of Aspen enacts stage two water shortage

Aspen, CO – On Aug. 12, 2025, Aspen City Council voted to enact a stage two water shortage applicable to residents and businesses residing within city limits. The stage two water shortage goes into effect on Sept. 1, 2025.

Drought conditions in Pitkin County and the Roaring Fork watershed have continued to deteriorate due to above normal temperatures and below average precipitation. Pitkin County and adjacent counties are currently categorized as extreme (D3) and exceptional (D4) drought categories, according to the U.S. Drought Monitor. Aspen and Pitkin County are also under stage two fire restrictions. The city of Aspen requests that residents and businesses adhere to the watering schedule and guidelines below. Failure to adhere to the requirements shall be subject to the actions and penalties as outlined in Section 25.28.040 of Aspen Municipal Code.

Stage two water shortage measures are designed to keep Aspen’s municipal water demand within the limits of the utility’s available supply, while safeguarding the health of Castle and Maroon creeks. Ensuring reliable service for all Aspen water customers during this stage relies on the active participation of the community in practicing water conservation. 

Mandatory irrigation schedule: 

This mandatory irrigation schedule requires any person or entity using water from the city water system or any system connected thereto to adhere to the following schedule: 

1. There shall be no irrigation or outdoor water use between 9 a.m. and 6 p.m. 
2. Customers whose property address ends in an odd number can only irrigate outdoors on Wednesdays, Fridays, and Sundays. 
3. Customers whose property address ends in an even number, including 0, can only irrigate outdoors on Tuesdays, Thursdays, and Saturdays. 
4. No outside irrigation shall be allowed on Mondays.

Outdoor water use: 

Washing of sidewalks, driveways, parking areas, tennis courts, patios, and other paved surfaces is only allowed on the property’s designated watering days and must take place outside 9 a.m. to 6 p.m.

There shall be no refilling of residential swimming pools with water furnished by the city.

Stormwater System Assessment project begins August 25, 2025 

Aspen, CO – The city of Aspen, in partnership with Pro Pipe, will begin stormwater pipe cleaning as part of ongoing efforts to maintain and improve our infrastructure. This work is essential to help protect water quality and keep our river clean and healthy. Work will begin the week of August 25, 2025, and continue for six weeks. 

Crews will use a vacuum truck to clean stormwater lines and access manholes and city easements. Work will take place east of Mill Street and along Highway 82 at the roundabout through mile marker 38. 

While minimal, temporary impacts to traffic, parking, and noise are expected, crews will not remain in one location for more than a day and will work to minimize any disruptions to residents and businesses.

The finalized redevelopment plan reflects priorities identified through extensive community outreach led by the city of Aspen for several years, including four rounds of public engagement ranging from open houses, community meetings, focus groups, surveys and questionnaires. A 2023 open house at the Armory drew more than 200 residents, who explored early concepts, spoke with the design team, and offered feedback that helped shape the final direction. 

“The extensive public input that the city received identified and refined top programming preferences of the community,” said Jen Phelan, the city’s development manager. “The city has worked with a local design team to deliver a building that will meet the community’s expectations of a gathering space with food service.”  

The project received a formal recommendation from the Historic Preservation Commission before advancing to City Council for final approval.  

The city will start the search for a master lease operator and finalize construction documents to enable submission of a building permit application. The city anticipates beginning construction in the fall of 2026.

City of Aspen appoints new directors for transportation and parking

Aspen, CO – The city of Aspen has appointed Lynn Rumbaugh as the transportation director and Blake Fitch as the parking director. Both Rumbaugh and Fitch bring decades of service and deep institutional knowledge to their respective roles. 

Rumbaugh joined the city of Aspen in 2000, serving most recently as interim transportation director. A leader in Transportation Demand Management (TDM), she has developed and refined the region’s first car share, bike share, and micro transit programs. 

Under Rumbaugh’s leadership, Aspen’s eight-route transit system carries more than one million passengers annually. She has secured over $14 million in grants for transit and TDM initiatives, played a key role in funding and coordinating the construction of the Rubey Park Transit Center, and earned multiple awards on behalf of Aspen, including the Colorado Association of Transit Agencies’ TDM Innovation Award. 

“Lynn’s approach to sustainable mobility and her ability to deliver measurable results have positioned Aspen as a model for communities nationwide,” said Tyler Christoff, deputy city manager. “Her leadership ensures our transportation systems will continue to meet the needs of residents and visitors.” 

Fitch has dedicated more than 30 years to the city of Aspen parking department, most recently serving as the interim parking director. Throughout his tenure, he has overseen operations for parking garages, on-street enforcement, and park-and-ride facilities, while managing capital projects, budgets, and public outreach. 

Fitch has implemented technology upgrades and streamlined processes. His leadership includes managing staff recruitment and development, overseeing vendor agreements, and ensuring the department’s readiness to support major events and construction projects. 

“Blake’s deep understanding of Aspen’s parking systems and his dedication to both operational excellence and community service make him the ideal choice to lead our parking department into the future,” said deputy city manager, Tyler Christoff.

City of Aspen partners with Backflow Solutions, Inc. (BSI Online) to enhance water safety program

Aspen, CO - The city of Aspen’s Utilities department has partnered with Backflow Solutions, Inc. (BSI Online), to implement an enhanced cross-connection control and backflow prevention program. In accordance with state regulations, this initiative is designed to protect Aspen’s potable water supply by ensuring that all backflow prevention assemblies are tested and maintained annually.

Initial notifications regarding your backflow assembly testing will now come directly from BSI. Backflow assembly testers will also be required to submit test results online via BSI’s system. Residents must continue to schedule their annual backflow assembly tests by contacting their preferred certified backflow testers.

Testing companies must have one or more of the following certifications: ABPA Certification or ASSE Certification. Additionally, testers must have a current annual test gauge calibration record, and if applicable, must have a valid Colorado Fire Suppression Contractor License.

Contractors are encouraged to update their contact information on their BSI profiles to receive timely notifications. New BSI users will be required to create a profile, upload credentials (including licenses and test gauge calibrations), and establish an administrative user.

City of Aspen partners with WaterNow Alliance to host Qualified Water Efficient Landscaper (QWEL) training course

Aspen, CO – The city of Aspen has partnered with WaterNow Alliance to host a three-day Qualified Water Efficient Landscaper (QWEL) training course from Sept. 23-25, 2025. This course will be held at Aspen City Hall from 8 a.m. to 5 p.m. 

This course is designed for landscape professionals, resort and grounds staff, water utility staff, and municipal staff engaged in water or irrigation management within the Roaring Fork Valley. Non-professional Roaring Fork Valley residents interested in water efficient landscaping and irrigation are also welcome to participate.  

QWEL, an EPA WaterSense labeled professional certifying program for irrigation system audits, is a comprehensive training opportunity that equips landscape professionals with the knowledge and skills needed to enhance water efficiency in landscaping practices. The curriculum covers a wide range of topics, including proper plant selection, landscape water use, irrigation system design and maintenance, controller programming and operation, and other sustainable landscaping principles. 

Graduates of the QWEL program are certified to conduct third-party irrigation audits in accordance with the city of Aspen's Water Efficient Landscaping Standards. They will be listed as certified professionals for hire on the city of Aspen, QWEL, and EPA WaterSense websites.

City of Aspen alerts residents to increase in aphids on urban trees

Aspen, CO – The city of Aspen Parks and Open Space department is notifying residents of an uptick in aphid activity across the urban forest. These small insects affect a wide range of tree species and are noticeable due to the sticky residue they leave behind, known as honeydew. This substance often appears on cars, outdoor furniture, and other surfaces but can be easily cleaned using water and a mild detergent. 

While aphids can cause some stress to trees, especially those already weakened, they are generally more of an inconvenience than a serious threat. A heavy infestation on a vulnerable tree may warrant consultation with a certified tree care professional to explore treatment options.

Annual Summer Arts and Culture Celebration returns to Red Brick Center for the Arts July 24 

Aspen, CO – In partnership with the Aspen Chamber Resort Association (ACRA), the city of Aspen invites the community to the Summer Arts and Culture Celebration, set to take place at the Red Brick Center for the Arts on Thursday, July 24, from 4:00 p.m. to 6:00 p.m. on the Red Brick Lawn. This vibrant community event will feature live music, performances, art activations, open artist studios, local nonprofits, and light refreshments. 

Presentations from resident artists, including Nika Meyers, Art Burrows, Leah Potts, Caitlin Dunn, Tammie Lane, Michael Bonds, Eric Brownstein, Nancy Kullgren, Lorraine Davis, and Mindy Vernon, will highlight the evening. 

The entire community is invited to enjoy live music by the Josefina Mendez Trio, tour open artist studios, watch a series of short films presented by Aspen Film, and participate in hands-on art-making activities. The JAS Aspen Student Street Horns will perform a special preview set, Theatre Aspen will offer a sneak peek of an excerpt from the upcoming production, “Seussical Jr: Oh The Thinks You Can Think”, and the Aspen Polynesian Dancers will perform and host a flower crown-making station.

City of Aspen bans vaping in public spaces

Aspen, CO – On June 10, 2025, Aspen City Council approved an update to the city of Aspen’s Clean Air Act, officially banning the use of vapes and e-cigarettes in all public areas where smoking is already prohibited. The new ordinance goes into effect July 10, 2025, and is part of the city’s continued efforts to protect public health and promote a cleaner environment.

Vaping will be prohibited in the following areas:

• Within 25 feet of any public entrance.
• All places of employment including restaurants, shops, offices, regardless of hours of operation. 
• Indoor public places, including all businesses open to the public, such as nightclubs, restaurants, bars, retail shops, theaters and public restrooms, regardless of whether it is a private event or if there is a fee to enter.
• Outdoor service or dining areas, including restaurant patios, bus stops, kiosks, and ATMs.
• The designated city-owned outdoor properties of Galena Plaza and Aspen Rec Center.
• Public events such as festivals, markets, and parades. 

Vaping will still be allowed:

• In private residences.
• In cigar bars established before Dec. 31, 2005.
• In outdoor areas not specified in the ordinance.

This ordinance is intended to reduce secondhand exposure, discourage youth vaping, prevent litter and fire risks, and support a healthy, welcoming environment for all.

City of Aspen recognized for climate action initiatives

Earning top score from CDP for second consecutive year

Aspen, CO — The city of Aspen has been recognized for the second consecutive year with an “A” score from CDP, the global nonprofit that operates the world’s only independent environmental disclosure system. Out of the 973 cities that reported, only 15% earned an “A”, meaning that Aspen is one of 112 cities worldwide to receive the top score in 2024. 

To receive this designation, the city of Aspen had to meet high sustainability standards, and publicly report key environmental data, including submitting a city-wide emissions inventory, a climate risk and vulnerability assessment, and a published climate action plan. 

Aspen has reported to CDP since 2015, consistently demonstrating climate leadership and transparency. The city’s high score reflects coordinated efforts across multiple departments which include:

• Engineering: stormwater improvements and river health projects.
• Parks: wildfire prevention and urban forest management.
• Environmental health, parking, and streets: additional electric vehicle charging stations and fleet transition planning.
• Community development: sustainable building and waste programs.
• Police department: adoption of electric vehicles.
• Utilities: renewable energy and intelligent metering initiatives.

"Earning an “A” score from the CDP represents the success of dedicated work by staff across all city operations,” says Baker Casagrande, city of Aspen sustainability analyst. "It also reflects our community's long-standing support for climate action through impactful municipal projects."

These initiatives support the city’s science-based climate targets to reduce greenhouse gas emissions 63.4% by 2030 and reach net-zero emissions by 2050. Aspen remains committed to reducing emissions, enhancing climate resilience, and continuing the work necessary to meet its long-term climate goals.

‘Charm Valley’ by Chiaozza goes public at Francis Whitaker Park on July 8

Aspen, CO — As part of their commitment to creating cultural vibrancy through free and accessible art experiences, Aspen Public Art and the Aspen Ideas Festival are collaborating to bring the “Charm Valley” by Chiaozza installation to Francis Whitaker Park. 

Following its debut at the 21st annual Aspen Ideas Festival, the seven-sculpture work will move from the festival campus into the heart of downtown. It will be displayed from July 8 through September at Francis Whitaker Park, at Hopkins Avenue and Monarch Street.

"2025 marks the 75^th anniversary of the Aspen Institute and we are so thrilled to be collaborating with the city of Aspen to bring art both to the Aspen Ideas Festival and to the larger public through this whimsical piece that celebrates Aspen's rich history of integrating mind, body and spirit," said Ava Hartmann, senior program manager of public programs at the Aspen Institute.

The name “Charm Valley” plays with the mountain location of its current site at the headwaters of the Roaring Fork Valley, and suggests a place, a landing, and a safe haven for the collective imagination. Each time the work travels, the artists modify its name and colors to reflect the installation’s environment and audience.

“We’re delighted to collaborate on Charm Valley with Chiaozza and the Aspen Ideas Festival to create a fun and whimsical setting to gather and connect in Aspen,” said Lara Whitley, program lead of the city of Aspen’s  public art program. “What better way to build a third space for locals and visitors than by inviting play?”

Chiaozza (rhymes with “wowza”) is the collaborative practice of Adam Frezza and Terri Chiao. Based in Brooklyn, N.Y., they have worked together since 2011, exploring play and craft through sculpture, painting, installation, and public art. For Chiaozza, play is a lens for shifting perception and sparking collaboration.

“We imagine these curious shapes of Charm Valley as whimsical charms or magical tokens that have tumbled out of the satchel of a mythical giant,” Frezza said. “Inspiring physical and mental play, these charms engage an open space, such as a park or waterfront, inviting visitors to activate their bodies and minds in new ways.

“We love when visitors ask, ‘What is this?’” Chiao said. “This place of questioning opens up a space of wonder and potential in the heart and mind.”

Charm Valley is open to the public during park hours, daily from dawn to dusk. Aspen Public Art is developing free community engagement opportunities for its 2025 artworks, including activity kits and an open house. Tooth Out! Wagner Playground Bash set for July 3 in Aspen

Celebrate the removal of the ‘Tooth’ and look ahead to new playground

The celebration will feature free ice cream, games, kids’ activities, and opportunities to reflect on memories of the old playground while looking forward to the next chapter at Wagner Park.

City of Aspen to host Fourth of July Celebrations in downtown Aspen

Aspen, CO - The city of Aspen is organizing the 2025 Old Fashioned Fourth of July Retro Rewind celebration. The festivities will include an old-fashioned parade, circus performance, free community concert, and a drone show.  

To ensure a safe and enjoyable experience for all residents and visitors, the city will implement temporary traffic detours and closures. 

Beginning at 7 a.m. on July 4, Main Street will be closed to all vehicles except for RFTA buses and emergency vehicles until 2 p.m. Cars, hotel vehicles, and commercial vehicles seeking entry into Aspen will be detoured through the West End neighborhood via Hallam and Bleeker streets. Those needing access to the east end of Aspen will be directed to use Rio Grande Place. To exit town, vehicles will be asked to travel east towards Spring Street via Durant Avenue and proceed to the designated route.  

The city asks all community members to please comply with no parking signs posted throughout town. Towing enforcement will begin at 6 a.m. to ensure designated no parking areas are cleared. ADA parking will be available on the Hopkins Avenue and Spring Street block. Security personnel will be present to check for handicap placards and towing will be enforced. Law enforcement will determine when detours end.  

In addition, Aspen Mountain Summer Road CR-14 will be closed from 8:30 p.m. to 10 p.m. for drone operations. No vehicles or hikers will be permitted to pass during that time. Community members can enjoy the city’s first ever Fourth of July drone show from Wagner Park.  

Hopkins Avenue will be open exclusively to bicycles, E-bikes, and pedestrian traffic. This route adjustment aims to accommodate increased foot and bicycling traffic expected throughout the day. 

The old-fashioned Fourth of July parade will begin at 11 a.m., following a route that includes Main Street, Hunter Street, Cooper Avenue, Galena Street, Hopkins Avenue, Mill Street and Hyman Avenue. Spectators are encouraged to arrive early to secure viewing spots along the parade route. 

Due to the festivities, residents and visitors should anticipate traffic delays and limited parking availability in town. Alternative transportation options such as RFTA buses are strongly recommended. Buses will be running frequently, and information on routes can be found at https://www.rfta.com/. Attendees coming from downvalley are encouraged to utilize the Brush Creek Park and Ride for access into Aspen via the bus.  

"With road closures in place, proper planning will help the day run smoothly,” said Wesy Armour-Cook, the city’s special events assistant manager. “This event is designed to encourage walking, biking, strollers, and wheelchair access — so please leave your car at home and plan ahead to enjoy the day to its fullest."

Bike to Work Day to be held June 25

Aspen, CO - The city of Aspen transportation department has announced Bike to Work Day will be on Wednesday, June 25, 2025. This event aims to encourage cycling and walking as alternative modes of transportation.

“Bike to Work Day is an initiative that promotes sustainable and healthy transportation options,” said Sandy Doebler, mobility administrator for the city of Aspen’s transportation department. “It’s a great opportunity for our community to embrace biking and walking.”  

Pedal to work and swing by one of three stations along the bikeway. From 7:30 a.m. to 9:30 a.m., stop by the Red Brick, Bugsy Bernard Park, or the corner of Hopkins and Garmisch streets near Paepcke Park. Cyclists will be treated to grab-and-go snacks, giveaways, and bike safety check vouchers courtesy of Basalt Bike & Ski. Plus, enjoy chances to win gift cards and other great prizes. Aspen Valley Health will also be at Paepcke Park handing out free helmets while supplies last. This event is designed for riders of all levels.  

There are plenty of convenient ways to drive less and help reduce traffic and emissions. Ride your bike whenever possible or hop on a free shuttle to get around town. Aspen’s Car To Go carshare program offers a flexible option for quick trips, while WE-cycle provides easy bike sharing access in Aspen, Snowmass Village, and the mid-valley. For shorter downtown trips, try the Downtowner for an efficient ride. If you're commuting with others, groups of two or more adults can pick up a carpool permit at the Brush Creek Park & Ride parking kiosk.

APCHA approves regulation updates to streamline processes and expand benefits

ASPEN, CO — The Aspen-Pitkin County Housing Authority Board recently approved a series of regulatory changes aimed at simplifying administrative requirements, reducing costs for applicants, and enhancing benefits for deed-restricted property owners.

Key highlights of the approved changes include:

• Streamlined income verification: Tax returns and W2s are now required only once annually, aligning with each household’s approval renewal date, rather than on a rolling or case-by-case basis. This change simplifies the qualification process for both renters and buyers.
• Fee reductions:
  • The $5 lottery bid fee has been eliminated, reducing barriers for participants in housing lotteries.
  • The $50 capital improvement site visit and review fee also has been removed, cutting costs for homeowners making qualifying upgrades.
  • The requalification fee for renters remains unchanged at $35.
  • Application fee adjustments: The ownership and long-term rental application fee has increased from $50 to $60, reflecting the rising costs of processing and administrative support.
• Enhanced capital improvement benefits: Owners of deed-restricted properties governed by current APCHA regulations can now add 10% of their purchase price - minus depreciation - to their maximum resale price every five years. In addition, more items may now qualify as eligible capital improvements.For properties not originally under those regulations, owners have the option to adopt a new deed restriction to gain access to the expanded capital improvement policy.

“These updates reflect APCHA’s ongoing commitment to reducing administrative burdens and increasing value for our residents,” said APCHA Executive Director Matthew Gillen. “By removing certain fees and expanding the resale value potential for qualifying homeowners, we’re supporting a more accessible and sustainable housing program for the community.”

Aspen 360° program returns for 2025

Aspen, CO - The city of Aspen has announced the return of Aspen 360°, a program that offers community members a comprehensive understanding of the roles, responsibilities, and services provided by local government. 

Applications for Aspen 360° will open on June 12, 2025, and close on July 14, 2025. Classes will commence on Aug. 21, 2025, and conclude on Oct. 2, 2025. Participants will attend seven sessions, with class meetings scheduled on Thursdays from 3 p.m. to 5 p.m., and field trips from 12:30 p.m. to 2 p.m. 

Through a series of informative meetings and immersive field trips, residents will gain valuable insights, becoming more informed and engaged residents empowered to make contributions to the Aspen community. CDOT to inspect Castle Creek Bridge 

 Commuters should expect alternating lane closures and traffic delays during inspection

Aspen, CO – The Colorado Department of Transportation (CDOT) will conduct a scheduled inspection of the Castle Creek Bridge on Mile Point 40.25 on State Highway 82. This work will begin at 10 a.m. on Thursday, June 12, 2025, and will continue until inspections are completed.

During the inspection, CDOT maintenance crews will implement alternating lane closures. Flaggers will be stationed at both ends of the bridge to manage traffic flow, but motorists should expect delays until the inspection is complete.

The inspection is being performed out of an abundance of caution and to determine if any mitigation is needed to address surface rust or potential corrosion. CDOT has emphasized that there are currently no concerns regarding the structural integrity of the bridge.

The Castle Creek Bridge was most recently inspected in 2024 and received an overall condition rating of “fair.”

City of Aspen announces Fourth of July festivities and invites community participationHighlights include new events and parade applications 

Aspen, CO – The city of Aspen is proud to be organizing the 2025 Fourth of July festivities featuring a parade led by a grand marshal, and a new partnership with the Wheeler Opera House, to bring the community a circus performance by Cirque Kikasse, and a drone show. This year’s theme is "Retro Rewind." 

The city of Aspen special events team is excited to partner with the Wheeler Opera House to bring two new events to the schedule. First, Quebec’s Cirque Kikasse will perform SANTE!, a circus performance held atop a food truck. These performances will take place in front of the Wheeler Opera House (E. Hyman Ave) at 2 p.m. and 6 p.m., each lasting approximately 45 minutes. 

To close out the evening, Aspen's Symphony of Freedom, a drone show featuring 800 synchronized drones, will take place at 9:30 p.m. on Aspen Mountain. The best spot for viewing the drone show will be Wagner Park.  

"We are excited to partner with the Wheeler Opera House to offer the community a diverse program of events," stated Wesy Armour-Cook, special events assistant manager. "Aspen's Fourth of July celebration is consistently marked by strong community spirit, and the inclusion of the Cirque Kikasse performance and drone show will introduce fresh enthusiasm to our annual festivities." 

Applications to participate in the parade are now open and will close on June 20. Nominations will be reviewed by the Parade Committee, which will make its decision at the end of June.

Aspen, CO - The city of Aspen in partnership with Carbondale Bike Project is hosting a used bike drop-off event on Friday, June 13 from 2 p.m. to 5 p.m. at the Rio Grande Recycle Center, located at 618 Rio Grande Place.

Attendees are encouraged to drop off their used or broken bicycles. The Carbondale Bike Project will donate functioning bikes to community members and use parts from broken bikes to build new ones. 

There will be prize giveaways, a free bike maintenance 101 course, and light refreshments.

Free irrigation assessments for Aspen water customers

Assessments detect overwatering and optimize water conservation

Aspen, CO – The city of Aspen is offering free irrigation assessments this summer to help Aspen water customers optimize their sprinkler systems, conserve water, and potentially lower their water bill. A team of certified water-efficient landscapers contracted by the city will visit properties and conduct comprehensive assessments of irrigation systems. This includes evaluating sprinkler heads for optimal settings, identifying repair needs, and pinpointing opportunities to improve overall efficiency.  

The city of Aspen supports the community’s efficient use of water by offering these free irrigation assessments to interested Aspen water customers. Sign-ups are now open with appointments available on June 3, July 1, and August 6. 

Participants will receive a customized report of their current irrigation system with recommended improvements. The city is offering 50% rebates up to $2,500 for water customers that make these improvements applied as credit to their water bill. Optimized irrigation systems help conserve water, reduce water bill costs, and promote a healthier landscape. 

“We are excited to offer this program again this summer,” says Caroline Moore, city of Aspen sustainability programs analyst. “We encourage all water customers to take advantage of this free assessment and be part of the solution for a more sustainable summer. Even minor adjustments to existing irrigation systems can make a significant difference."

By participating in this free service, Aspen water customers can identify their irrigation inefficiencies and help reduce unnecessary outdoor water use, benefiting the entire community’s shared water supply.

Two art exhibitions debut at the Red Brick Center for the Arts on June 5 

Aspen, CO— The Red Brick Center for the Arts is excited to present two new gallery exhibitions opening on June 5, 2025, with a public reception starting at 5:00 p.m. 

The “2025 Colorado Juried” exhibition features innovative works that experiment with materials, critique contemporary society, and explore diverse themes such as motherhood, the perception of light and color, and travel. It promotes a deep and engaging experience through thought-provoking reflections on the human condition. 

The exhibition will feature work by Colorado artists, who were chosen as finalists by jurors Becca Hoffman, co-founder and director of Aspen Art Fair and founder of 74thards, and Bob Chase, co-founder of Aspen Art Fair and owner of Aspen’s Hexton Gallery. The artists include Chuck Brenton, Annie Bell, Brenda Biondo, Lauren Mayer, Melissa Parrott Quimby, Marilyn Lowey, Alberto Palma, Sarah Wright, James Kelly, Savanna LaBauve, Darya Warner, Kristina Davies, Chloe Wilwerding, Shelly Marolt, Heather Schulte, Lydia Riegle, Andrew Roberts-Gray, Talia Parsell, Janelle Anderson, Kelly Peters, Jon Francis, Erin Morrison, Wendy Flottmeyer, Shawna Miller, Laura Merage, Susan Walker, Ethan Merritt, Cassandra Chalfant, and Hunter Hogan. 

During the evening, three selected artworks will receive awards of $500, $300, and $200, respectively. Winners will be announced on-site. 

In the West Gallery, Wendi Schneider’s exhibition, “Reverent Alchemy,” will be on display. This collection features nature and wildlife photographs printed on vellum or kozo, with hand-applied layers of gold leaf on the verso. 

Schneider says, "In those magical moments when my eyes and essence are engaged, I photograph what I feel, as much as I see. The images are layered digitally with color and texture to blur the lines between the real and imagined. 

Through her photography, Schneider captures and conveys emotional, sometimes transcendent, experiences of life.

Press Release City of Aspen honors participants from the Cultural Vibrancy Fellowship 

Aspen, CO – The city of Aspen, the Red Brick Center for the Arts, and the Wheeler Opera House hosted the second annual Cultural Vibrancy Fellowship celebration at the Vault Bar Lobby at the Wheeler Opera House on Thursday, May 15, 2025.  

At the event, grant participants showcased their projects and shared fellowship impacts with family, friends, grant committee members and community members. A panel discussion led by art program facilitators Renee Prince and Cassidy Willey featured all seven youth and 12 adult fellows, who reflected on how their artwork influenced personal growth and benefited the Aspen community. Attendees engaged with the fellows during a question-and-answer session.  

Fellowship participants shared that the Cultural Vibrancy Fellowship has opened doors to new styles, ideas, and ways of making art. Being surrounded by other artists encouraged them to take risks, explore different media, and step outside their comfort zones. Thoughtful feedback helped refine their practice and stay true to the message behind their work. Along the way, they also formed meaningful bonds with their peers. 

Youth participants found the fellowship instrumental in both supporting their projects and recognizing art as integral to their identity and future. They encourage other young artists to pursue their creative paths confidently. 

Artist Livier Cruz Guerrero, an adult cohort member, expressed her appreciation for the fellowship.  

“I would like to express my gratitude to the city of Aspen for supporting the artistic community and offering me the opportunity to participate in this fellowship,” she said. “This experience has allowed me to broaden my network of artistic colleagues, leading to collaborative opportunities and constructive feedback on my work. 

“The collaboration within this fellowship has enabled me to create a family show involving music, theater, and tabletop puppets titled 'The Circus of Life,' which features a series of short stories inspired by personal life experiences." 

The Red Brick Center for the Arts has played a key role in administering the fellowship program. Sarah Roy, Red Brick Center for the Arts director, highlighted the impact the fellowship has had on the local arts community.  

“In its second year, the Aspen Cultural Vibrancy Fellowship utilizes the Arts and Culture Real Estate Transfer Tax to support local artists,” Roy said. “This grant gives artists the freedom to experiment and grow without the pressure of producing a final product, fostering risk-taking and a deeper focus on the creative process. 

“Artists and their work are essential to our community, they help build connections, inspire compassion, and bring beauty into our lives. Investing in artists and their work enriches our community and strengthens the vibrancy of our local arts and culture.”

APCHA to host educational seminar May 14Session will include information on HOA insurance, wildfire mitigation

Aspen, CO – The Aspen/Pitkin County Housing Authority (APCHA) invites all HOA board members, condo owners, and property managers to a free educational seminar focused on HOA insurance and wildfire risk mitigation.

Molly Foley-Healy, a community association law expert from Winzenburg, Leff, Purvis & Payne, will lead the session, offering valuable legal perspectives for HOAs and an overview of property insurance available for condominium projects. Foley-Healy specializes in community association law and has years of experience advising HOAs.

Additionally, Colorado insurance agent Pat Wilderotter will provide insights into the current insurance landscape and strategies for risk mitigation. Wilderotter has specialized in insuring community associations for over 25 years. She is one of 150 agents in the country to hold the designation of Community Insurance and Risk Management Specialist.

A representative from the Aspen Fire Department will discuss approaches to reduce wildfire risks in condo projects.

Aspen parkrun series returns May 3 

The city of Aspen recreation department kicks off parkrun series with a new course

Aspen, CO – The city of Aspen recreation department is excited to announce the return of the Aspen parkrun series, starting May 3. Parkrun is a free, weekly 5k event where participants are welcome to walk, jog, run, volunteer, or spectate. This year, the community run series will feature a new course that starts and ends at Herron Park in downtown Aspen and follows an out-and-back route on the Rio Grande Trail.  

Event details:  

• Date: Every Saturday from May 3 to November (depending on seasonal weather)
• Time: Race begins at 9 a.m. 
• Location: Herron Park 
• Registration: First-time participants must register at parkrun.us/aspen to receive their unique barcode.

After the race, Swedish Hill bakery from the Aspen Art Museum will provide free drip coffee and a 10% discount on pastries for all park runners. Dogs are welcome on the course but must remain leashed.

City of Aspen to host free electronic waste collection event

Aspen, CO - The city of Aspen is hosting a free electronic waste (e-waste) collection event on Saturday, May 3, from 8 a.m. to 12 p.m. at Marolt Housing Parking Lot, 100 Marolt Place. This community initiative aims to divert electronic waste from being buried in the landfill. 

Accepted items include small household electronics such as computers, keyboards, printers, televisions, alarm clocks and phones. 

Items not accepted include batteries, refrigerators, large appliances, air conditioning units, thermostats, smoke or CO2 detectors, light bulbs, and items containing hazardous chemicals.

 E-waste from businesses will not be accepted at this event. Attendees are asked to remain in their vehicles while staff assist with the collection process.

Last year the city collected and recycled 19,760 pounds of e-waste.

Aspen, CO – The city of Aspen announces the hiring of two individuals to key leadership positions in the organization. Randy Crews has been hired as the new human resources director, and Erin Loughlin Molliconi, P.E., has been named the utilities director.

Crews brings over 18 years of leadership experience in hospital operations and human resources, including roles in South Carolina and Colorado healthcare systems and service in the U.S. Army. Crews’ expertise includes strategic planning, employee relations, compensation, HR information systems, training and development, and benefits administration. 

In his new role, Crews will handle employee relations, formulate policies, ensure legal compliance, oversee performance management, and partner with the City Manager’s Office for organizational development and workforce planning. 

"It is rewarding to be a part of an organization whose mission, values, and leadership focus on innovation, stewardship, workplace belonging, and employee wellbeing," Crews said. "I am thrilled to join the city of Aspen and contribute to its continued success and growth. I look forward to working with such a dedicated team and positively impacting our community."

Loughlin Molliconi brings extensive experience in municipal utilities, having most recently served as utilities field operations manager. In that role, she led water and electric distribution teams, oversaw emergency response coordination, implemented capital improvement projects, and supported staff development across the department. 

In her new role, Loughlin Molliconi will direct the utilities management and operations including water, electric and utility billing departments.

Loughlin Molliconi has been with the city of Aspen for almost three years and has worked in the municipal utilities industry for nearly 11 years.

“I am honored to take on this role and continue working alongside our team to provide exceptional water and electric services to our residents,” she said. “The utilities team has some of the most dedicated people I know, and I look forward to supporting staff and working to strengthen relationships with our partners, customers, and community to advance the department’s mission.

Annual spring clean-up event to take place May 5-8, 2025

Aspen, CO -The city of Aspen Streets department’s annual spring clean-up event is taking place from May 5-8, 2025.  

Aspen residents who schedule an appointment with the streets department can have large trash items picked up curbside at their residence. To arrange for a scheduled pick-up, call (970) 920-5130 no later than 4 p.m. on Friday, May 2.  

Items must be sorted by type, which includes branches and wood of 8 feet or less in length, as well as metals, trash, tires, and leaves in compostable bags.  

All piles must be labelled “City of Aspen Spring Clean-Up”, or they will not be picked up. Branches and wood must be placed parallel to the street.  

Items not eligible for pick-up include household garbage, construction debris, batteries, paint, oil, refrigerators, hazardous waste, televisions, and any electronics with a memory chip. If these items are left on the curb, they will not be picked up. Alley pick-up service is not available.

City of Aspen hosts second annual free Earth Week exchange and swap 

Event part of city’s Commit to Tomorrow sustainability initiative

Aspen, CO – The city of Aspen announces its second annual Earth Week exchange and swap event, taking place on April 26, from 11 a.m. to 2 p.m. at the Aspen Fire Department, 420 E. Hopkins Ave. This exchange invites attendees to donate items, as well as take items free of charge. Attendees will be treated to complimentary food and drinks.

This event is part of the city’s Commit to Tomorrow campaign, encouraging the community to take part in sustainability initiatives and understand the city’s role in creating a sustainable environment. It encourages the concept of circularity, reminding attendees that just because they no longer want an item, someone else may find value in it, promoting reuse and giving things a second life.

Attendees are invited to donate items such as books, clothes, small household items, frames, art pieces, household décor, games, small outdoor gear items, shoes, and jewelry. These items should be in good condition and no larger than a table lamp. Furniture, electronics, and personal care items will not be accepted. Item drop-off will begin at 10 a.m., one hour prior to the event's official start time. Participants can continue to drop off items throughout the event.

"This event is a great opportunity for community members to come together, exchange goods, and learn about the environmental efforts that the city is working on. Aspen City Council awards over $2.1M in grant support 

City of Aspen’s grant program to support 117 local non-profits

Aspen, CO – Aspen City Council on April 8, 2025, approved the distribution of $2,149,823 to 117 local nonprofits that are committed to providing resources and support towards the well-being, vibrancy and enhancement of the community.  

Organizations receiving funding align with the City Council's goal to support nonprofits that promote mental and physical health, protect the environment, and create community connections through partnerships, accessibility, stewardship, arts, cultural enrichment, and innovation.  

Since 2010, the city of Aspen’s grants program has distributed more than $19.5 million to nonprofit organizations. The grant program relies heavily on community volunteers to thrive. 

The funding recommendations reflect three levels of community assessment: 

• Committee scoring: Initial evaluation and scoring by designated committees. 
• Steering committee review: Further review and prioritization by a steering committee. 
• Final City Council consideration: Final approval and decision made by council. 

The percentage of organizations receiving funding has increased over 2024, while still meeting budget targets through award amount adjustments.  

"Aspen City Council’s grant support empowers local nonprofits to enhance mental and physical health, protect the environment, and enrich our cultural landscape,” said Strategy and Innovation Director John Barker. “These grants, which would not be possible without the deep commitment of community volunteers, will enable these organizations to continue their invaluable work and make a lasting impact on our community.”

APD releases annual report highlighting safety and enforcement efforts

Aspen, CO – The Aspen Police Department has released its annual report, showcasing a year of dedicated efforts to enhance safety and awareness throughout the city. Focused initiatives, including focused foot, bicycle, and vehicle traffic education and enforcement, have contributed to a safer and more informed community.

“Our team has ramped up efforts to improve safety, particularly in the downtown core and along Main Street,” said Aspen Police Chief Kim Ferber. “Through proactive education and enforcement, we are fostering a culture of awareness and responsibility.”

Key highlights from the report include:

• 4,436 traffic stops aimed at improving compliance with road safety regulations.
• 2,528 hours of foot patrols, strengthening community engagement and visibility.
• 167 hours of bicycle patrols, ensuring coverage throughout town.
• 119 hours dedicated to e-bike enforcement, addressing growing concerns about responsible e-bike use.
• 264 direct e-bike education contacts, reinforcing safe behaviors among residents and visitors.

One of the department’s key initiatives was the e-bike safety campaign, emphasizing proper usage, compliance with local laws, and safety awareness. With the increasing popularity of e-bikes, the campaign aimed to mitigate risks and promote responsible riding and will continue in 2025 and beyond.

The APD also held numerous community outreach events, including senior bingo, kids' bike rodeo, the spring bike auction, ice cream social, cocoa with the cops, donuts with the cops, and wildfire preparedness sessions. These events have strengthened relationships between law enforcement, partnering agencies and the community, fostering trust and collaboration.

The APD has been actively responding to community feedback by implementing proactive measures to address concerns about public safety. These efforts have led to an increase in charges for trespassing, disorderly conduct, and the destruction of property. The report also highlights the uptick in proactive policing in 2024 compared to 2023.

As part of the APD’s ongoing commitment to traffic safety, officer Sarah Freihon has become the first member of the agency to become a drug recognition expert. Freihon is trained to recognize impairment in drivers under the influence of drugs other than, or in addition to, alcohol. 

Additionally, the APD launched its new drone program in 2024. These unmanned vehicles provide an eye in the sky for numerous operations, from searching for missing persons to providing crowd overwatch at large special events.

Also in 2024, the APD became the first law enforcement agency in the Roaring Fork Valley to become an Active Bystandership for Law Enforcement (ABLE) partnering agency. ABLE was designed to help officers prepare to successfully intervene to prevent harm and create a law enforcement culture that supports peer intervention. 

“The safety of our residents and visitors is our top priority,” Ferber said. “By maintaining a strong presence, educating the public, and building partnerships in the community, we’re working toward a safer, more connected Aspen.”

Kids First childcare financial aid annual deadline is May 1

Aspen, CO – Applications for families who rely on financial aid from the city of Aspen’s Kids First childcare program are due on May 1, 2025. 

The city and Kids First offer an annual financial aid program to help working families offset the cost of childcare. All families, including those who currently receive Kids First financial aid, must reapply by the annual deadline of May 1 with assistance beginning on June 1. 

Kids First is a dedicated early childhood resource focused on supporting quality and affordable childcare options for families in Aspen. Recognizing the financial challenges that working families face in securing childcare, Kids First strives to ease the burden through financial assistance.

Deadline approaching for city of Aspen food tax refund

Final day to apply is April 15

Aspen, CO – Aspen residents have until April 15, 2025, to apply online for a $132 food tax refund.

Residents who lived within city limits for the entire year of 2024 and who have been registered to vote since or before Jan. 1, 2024, are eligible. 

Applicants are required to apply online to reduce paper use and expedite the administrative process. If qualified applicants need assistance completing the application please visit the finance window, located on second floor of City Hall at 427 Rio Grande Place.

To qualify for the food sales tax refund all applicants must:

• Submit the food sales tax refund application online by the deadline.
• Have resided within Aspen city limits for the full 2024 year.
• Have been registered to vote in the city of Aspen from Jan. 1 to Dec. 31, 2024. 
• Be able to prove residency within Aspen city limits for 2024 and if still living within the city, ensure the current address is the same as the registered voter address.

The city of Aspen created food sales tax refunds as an incentive to encourage voters to support a sales tax referendum in the 1970s. It was intended to reimburse voters for the approximate amount of sales tax that they would pay annually on grocery purchases due to the imposition of a city sales tax.

Benedetti, Doyle secure council seats

Aspen, CO – Christine Benedetti and John Doyle have won the two Aspen City Council seats following the runoff election on April 1, 2025. Christine Benedetti received 1,318 votes, John Doyle received 1,225 votes, Emily Kolbe received 1,141 votes and Torre received 540 votes. 

Aspen Mayor-elect Rachael Richards, as well as Christine Benedetti and John Doyle, will be sworn in at Aspen City Council’s regular meeting on April 8, 2025.

Kids First releases 2024 annual report and provider survey

Data shows 2024 accomplishments

Aspen, CO – Kids First, in partnership with the city of Aspen, has released its 2024 annual report and provider survey, detailing their programmatic successes in five key areas: quality, affordability, availability, workforce supports and education, and public awareness.

Kids First is an early childhood resource that dedicates significant time and resources to ensure that families have access to funding and high-quality early education and care within Pitkin County’s local childcare programs. 

This report serves as an educational resource for community members, childcare providers, and families to enhance their understanding of the ongoing efforts of Kids First to support the community. Some 2024 key findings include: 

Quality: 

• Over $44,000 provided in quality improvement and professional development grants to childcare providers and teachers. 
• 200 hours of quality improvement coaching from credentialed coaches provided to educators. 

Affordability: 

• All licensed Pitkin County childcare centers receive financial assistance from Kids First to help families in the community. 
• $281,514 was awarded to six qualified childcare centers for operational support. 
• In 2024, Kids First awarded $615,409 to families that live or work in the Aspen Urban Growth Boundary up to 600% of the federal poverty level. 

Availability: 

• Kids First supports programs to maintain and increase available space for children.
• Infant care (up to 18 months) – There are currently seven infant classrooms with staff ratios ranging from one teacher for every three to five infants. 
• Toddler care (18 to 36 months) – There are currently 13 toddler classrooms with staff ratios ranging from one teacher for every four to six toddlers. 
• Pre-school care (3 -5 years) – There are currently 17 preschool classrooms with staff ratios ranging from one teacher for every six to ten preschoolers. 

Workforce supports: 

• Kids First supports the childcare workforce and by providing wage supplements, hiring bonuses, and various grants to educators.
• VIP award: Childcare staff members are awarded for their professional development efforts twice per year. This program is designed to incentivize teachers to continue their qualifications to become highly qualified educators. In 2024, 89 individual teachers were awarded a total payout of $162,200.

Education and public awareness: 

• Periodic parent workshops and teacher trainings to continue to educate families and educators.
• Community engagement through activities and events such as Month of the Young Child, Read with Me Day, an annual children’s parade, community picnic and a booth at the Aspen Saturday Market. 

In 2025, Kids First aims to expand these supports, provide new funding sources, and introduce additional grants and programs tailored to the needs of families, childcare staff, and centers.

City of Aspen releases sustainability reports

Aspen, CO – The city of Aspen has released its 2023 Aspen community-wide Greenhouse Gas (GHG) emissions report, 2024 sustainability report, and 2025 Aspen Sustainability Action Plan (ASAP) to outline their programmatic achievements in sustainability goals and ongoing priorities. 

In January 2022, Aspen set science-based greenhouse gas reduction targets of 63.4% by 2030 and 100% by 2050, based on 2017 levels. These reports include key findings about emission trends and progress in the city’s climate action planning and commitment to meeting these environmental goals.

2024 Sustainability Report

In 2024, Aspen made significant strides toward its sustainability goals, led by initiatives across energy, buildings, waste, and transportation sectors. Key findings include:

• Energy: 
  1. Aspen utilities introduced a new rate structure for all-electric single-family homes to incentivize the transition to all-electric properties, and incentivized electrification by offering expedited permit review for all-electric projects.
• Buildings: 
  1.  Partnered with the Community Office for Resource Efficiency (CORE), which provided over $924,936 in grants and rebates for 110 energy and efficiency electrification projects, including 57 new heat pump installations.
  2. Benchmarked 36% of all the square footage of buildings in the city, including city-owned, commercial, and large multi-family buildings for the third year of our Building IQ program.
• Waste: 
  1. City Council passed a construction and demolition debris diversion ordinance to reduce major development landfill waste and methane generation by requiring specific building materials be repurposed.
  2. Increased the composting rate by 70% through the organic waste diversion ordinance. All establishments holding a Retail Food License now divert their food waste from the trash.
• Transportation: 
  1. Installed three new electric vehicle (EV) chargers, including two ADA accessible Level 2 chargers at Koch Park and one at the Yellow Brick building. 
  2. Added 5 new electrical vehicles to the city of Aspen vehicle fleet.

2023 City of Aspen Community-wide GHG Emissions report: 

The city of Aspen partnered with Pitkin County, the town of Snowmass Village and the town of Basalt to produce this report. It compares 2023 emissions totals across the region to 2019 pre-pandemic levels. Key findings include: 

• Total emissions increase: Total city of Aspen emissions increased from the 2019 inventory which is in line with national/regional trends as a result of the COVID-19 pandemic where resort destinations have experienced increased economy and visitation leading to increased emissions.
• Cleaner electricity leads to a decrease in building sector emissions: The city of Aspen is served by two utility providers: Aspen Utilities and Holy Cross Energy. Aspen Utilities achieved 100% renewable energy status in 2015. The report outlines how Holy Cross Energy’s efforts to switch electricity generating sources to renewable energy has led to a 1% decrease in emissions from all buildings, despite increased energy consumption.
• Transportation sector emissions increase: The report leverages new data sources to better understand transportation activity from vehicles travelling into and around Aspen. As a result, vehicle emissions are shown to increase from 2019. 
• Solid waste emissions increase: Despite successful waste diversion programs, increasing trends in visitation led to an increase in waste generated compared to 2019 levels. Tourism results in an above average generation of waste compared to national levels.

The ASAP is the city’s guiding document for reducing greenhouse gas emissions and is designed to be a living document that adapts to and incorporates changing priorities, community feedback, and new opportunities. City of Aspen to host utilities discussion forum

Aspen, CO – The city of Aspen utilities department has announced a discussion forum, a free educational initiative aimed at engaging the community in key utility topics. This first presentation will be held in honor of the EPA’s “Fix a Leak Week,” and will take place on March 27, 2025, from 5:30 p.m. to 6:30 p.m. at the city of Aspen police department’s community room. 

This session will provide insights into understanding utility bills and exploring how Aspen’s Advanced Metering Infrastructure (AMI) technology can help detect leaks in homes, ultimately promoting water conservation and cost savings. 

Community members are encouraged to attend and take advantage of this informative session. Light refreshments will be served, and the first 20 attendees will receive a free leak detection kit to assist in identifying potential water waste at home.

City of Aspen names Tyler Christoff as deputy city manager

ASPEN, CO – The city of Aspen is pleased to announce the appointment of Tyler Christoff as deputy city manager. Christoff will oversee all built-environment services, including public works and community development functions, ensuring strategic alignment and operational efficiency across multiple departments.

The creation of a second deputy city manager position reinstates a leadership structure that Aspen previously had for many years — one that is also utilized in other municipalities. He joins Diane Foster as the Aspen municipal government’s other deputy city manager.

Christoff’s will oversee capital asset management, engineering, parking, transportation, water and electric utilities, streets, housing development, and community development and environmental health. This role is designed to enhance community responsiveness, improve direct services, and allow the city manager to focus more on City Council priorities.

“As Aspen embarks on several transformative infrastructure projects, including the Lumberyard affordable housing project, the Armory redevelopment, Entrance to Aspen, and oversight of the Lift One Lodge project, Tyler’s leadership and expertise will be invaluable,” said Interim City Manager Pete Strecker. “His extensive experience in public works, deep commitment to environmental stewardship, and strong leadership skills make him an ideal fit for this role.”

Christoff has been an integral part of Aspen’s public works operations for the past 18 years. Named director of public works in May 2024, he has previously served as deputy director of public works, director of utilities, utilities operations manager, and senior project manager in the engineering department. His tenure has been marked with dedication to sustainability, infrastructure development, and long-term city planning.

With a background in public administration, Christoff has successfully led multiple departments, including utilities, streets, engineering, stormwater, asset management, transportation, and parking. As director of utilities, he managed a $20 million annual budget, spearheaded capital improvement projects, and guided long-term infrastructure planning for the city’s water and electric divisions.

“I am honored to step into this role and continue serving the Aspen community,” said Christoff. “This city is at a pivotal moment with major infrastructure and development initiatives on the horizon. I look forward to working collaboratively with city staff, elected officials, and residents to ensure these projects enhance Aspen’s sustainability, livability, and overall community well-being.”

The addition of a second deputy city manager will help the city improve service delivery, strengthen interdepartmental coordination, and better support Aspen’s long-term strategic goals.

City of Aspen offers free drop-off for skis, snowboards 

Old, broken equipment can be dropped off at Rio Grande Recycle Center

Aspen, CO – The city of Aspen, in partnership with Colorado Ski Furniture, is collecting skis and snowboards to be recycled from March 15, 2025, through April 30, 2025, at the Rio Grande Recycle Center. 

Items accepted for recycling are old and broken skis, snowboards, bindings, and poles. Helmets and boots are not accepted. Colorado Ski Furniture will repurpose the equipment into furniture. 

Last year, the city of Aspen diverted over 3,000 pounds of ski and snowboard gear from going to the Pitkin County landfill.

City of Aspen runoff election ballots in the mail

Two council seats yet to be determined 

Aspen, CO - Ballots have been mailed for the 2025 municipal election runoff on April 1, 2025. 

Emily Kolbe, John Doyle, Christine Benedetti and Torre will be vying for two City Council seats after no candidate secured a majority in the initial election held on March 4, 2025. To win a council seat, candidates must earn 45% of votes cast, plus one.

Registered city of Aspen voters are able to vote by mail, in person or by dropping off their ballot in the drop box located outside of City Hall at 427 Rio Grande Place. Ballots dropped at the Pitkin County ballot box on Main Street may not be counted. 

All ballots must be dropped off prior to 7 p.m. on Election Day, which is April 1. Mail-in ballots must be received by April 1.

In-person voting at City Hall will be available from March 17 to March 31, 2025, at the City Clerk’s office from 8 a.m. to 5 p.m. Monday through Friday. All in-person voters must bring a valid, government issued ID. In-person voting is open at City Hall from 7 a.m. to 7 p.m. on Election Day.

Voters can register to vote at the Pitkin County Clerk and Recorders office at 530 E Main Street up to and on Election Day.

The City Clerk’s Office reminds voters that signing another person’s ballot is prohibited by Colorado state law and may result in legal punishment.

The statute reads: “Any person who falsely makes, alters, forges, or counterfeits any ballot before or after it has been cast, or who forges any name of a person as a signer or witness to a petition or nomination paper, or who forges any letter of acceptance, declination, or withdrawal, or who forges the name of a registered elector to a voter's mail-in or mail ballot commits forgery as set forth in section 18-5-102, C.R.S., and shall be punished as provided in section 18-1.3-401, C.R.S.”

Aspen Police announce charges in fatal crash

Aspen, CO – The Aspen Police Department has filed charges following an investigation into a fatal car-pedestrian crash that occurred on Dec. 14, 2024. 

The driver of the vehicle, Andrea Contreras Canales, 21, of Glenwood Springs, faces charges of leaving the scene of an accident that resulted in death, a third-degree felony; and tampering with evidence, a sixth-degree felony. 

The investigation showed that Contreras Canales did not cause the crash but faces charges for her actions after the incident. 

The pedestrian, Lisa Sabatka, 33, was struck by a car operated by Contreras Canales on Highway 82 at approximately 10:51 p.m. The crash occurred as Sabatka was in the eastbound lane of the road near the Aspen Country Inn, 38996 Highway 82, where she lived.  

Contreras Canales then left the scene of the crash, heading east into Aspen. Sabatka was lying unconscious in the center median turn lane when Aspen Fire Department firefighters, responding to an unrelated structure fire, found Sabatka’s body lying in the paved median. An ambulance and police officers were sent to the scene, and Sabatka was transported to Aspen Valley Hospital. 

Sabatka was pronounced dead at AVH at 11:20 p.m. Her blood alcohol level was found to be .286, which is nearly six times the legal limit for drivers in Colorado. 

While officers were on scene investigating the crash, at about 12:04 a.m. on Dec. 15, Contreras Canales returned to the scene, accompanied by a male party whom Contreras Canales had picked up in Aspen, after the crash. She was cooperative with the investigation. 

Working with the Colorado Bureau of Investigation, Colorado State Patrol, Pitkin County Coroner’s Office, and the Ninth Judicial District Attorney’s office, the Aspen Police Department executed search warrants for the blood of the driver, the phone data for the driver, passenger and the decedent, the vehicle itself, as well as the vehicle data, and the I-cloud data for Sabatka’s telephone.  

“Our team conducted a thorough investigation to bring this case to a proper conclusion,” APD Chief Kim Ferber said. “In complex crash investigations it is critical that we have a complete picture of what happened, rather than rushing to quick judgement. We have conducted a thorough investigation and are ready to proceed.” 

The last data point police were waiting for was the Colorado Bureau of Investigation blood analysis of Contreras Canales, the results of which were received on March 5. It established that Contreras Canales was not under the influence of intoxicating substances. The investigation also found that speed was not a factor in the crash, there was no indication of distracted driving based on the evaluation of cell phone data, and Sabatka was last observed exiting a bus that was headed eastbound, towards Aspen, on Highway 82 near her residence. 

“The standard for determining fault in a crash is finding the first harmful event, and in this case, that was the pedestrian being in the roadway,” said lead APD investigator Lauren Turner.   

Forensic pathologist Dr. Robert Kurtzman found the manner of death as “accident,” and the interval between the crash and death was “minutes” caused by “multiple blunt force injuries.” 

Due to the sensitive nature of the prosecution, no further comments will be provided. 

The city of Aspen emphasizes the fundamental principle that every person accused of a crime is presumed to be innocent unless and until their guilt is established beyond a reasonable doubt in a court of law.

City of Aspen launches Highway 82 / West Aspen transportation needs study

Aspen, CO – The city of Aspen has initiated a comprehensive study of the Highway 8 2/ West Aspen transportation corridor, focusing on the area near the Aspen-Pitkin County Airport and the Mountain Rescue campus to downtown Aspen. This project aims to assess transportation needs for commuters, visitors, and residents, focusing on safety, traffic flow, multi-modal transportation, and environmental considerations.

Community members from Aspen to Parachute who rely on Highway 82 are encouraged to provide input on this corridor. The public is invited to share feedback regarding safety improvements, wildlife concerns, and other transportation needs by completing an online questionnaire and providing comments via a Webmap platform at AspenCommunityVoice.com.  

Jacobs Engineering is supporting the city in assessing transportation challenges and developing a draft justification for a new federal environmental review process. Under the National Environmental Policy Act (NEPA), a new Environmental Impact Statement (EIS) is required for projects that significantly affect the quality of the human environment and would be the required process to evaluate alternatives and their environmental impacts. Initiation of a new federal environmental review would require approval from the Colorado Department of Transportation and the Federal Highway Administration.

Public input is a crucial component in shaping the purpose and need statement, which will guide decision-making throughout a new process. This statement will define the key transportation needs and set the foundation for potential improvements to the corridor, including the Castle Creek Bridge and the alignment of Highway 82.

Originally, Jacobs Engineering was engaged to assess the feasibility of reconstructing the Castle Creek Bridge, evaluating potential modifications to the S-curves, and conducting a detailed structural inspection of the existing bridge. The upcoming study will expand on this work, incorporating community insights to help make a case for a new environmental review process.

City of Aspen unofficial results for 2025 municipal election announced

The city of Aspen 2025 municipal election unofficial voting results show that Rachael Richards has won the mayoral seat with 1,435 votes. Katy Frisch received 1,189 votes. 

In the race for two council seats, the 45% of votes plus one, a threshold of 1,123 votes, was not reached. The four candidates who received the most votes will advance to a runoff election to be held on April 1, 2025:

• Emily Kolbe received 1,067 votes
• John Doyle received 1,091 votes
• Christine Benedetti received 1,018 votes
• Torre received 825 votes

The three candidates receiving the least number of votes will not be included on the runoff election ballot:

• Scot Woolley received 630 votes
• Tyler Wilkinson-Ray received 307 votes
• Maryanne Pitt received 47 votes

Referendum 2 passed with 1,369 votes for yes, and 1,276 votes for no. Referendum 1 did not pass with 952 votes for yes, and 1,652 votes for no.

Designed for Colorado's climate and water conservation needs, Garden in a Box offers professionally curated, low-water garden kits to transform yards into vibrant, sustainable landscapes. 

Each Garden in a Box kit includes a selection of starter plants, plant-by-number maps for easy installation, and a comprehensive care guide for watering schedules and seasonal maintenance tips. By opting for these water-efficient gardens, participants can contribute to water conservation efforts. 

To incentivize participation and promote water-saving practices, the city is providing a limited number of discounted Garden in a Box kits. Residents can choose from any of the eight full size garden kits, each tailored to Aspen's climate. 

Pre-orders for Garden in a Box are available now. To activate the discount, select the city of Aspen upon checkout and select your closest pickup location. City of Aspen water customers receive a $25 discount on each garden.

Regional greenhouse gas report available

Tracks progress toward community climate action goals

Aspen, CO - The Pitkin County Region Comprehensive Greenhouse Gas Emissions Report 2023 is now available. Pitkin County, the city of Aspen, the town of Snowmass Village, and the town of Basalt partnered to collect data and produce the report, demonstrating a continued commitment to address each community’s climate action goals. The report highlights that despite robust community support for ambitious climate policies, there is still a gap between current practices and our long-term goals, indicating a need for more regional partnership. 

The report compares 2023 emissions across the region to 2019 pre-pandemic levels. Total emissions increased by 22% from 2019, which is largely attributed to higher quality vehicle emissions estimates and the new data source of methane emissions from the abandoned Coal Basin mine near Redstone. Additionally, the increase in emissions reflects the substantial economic growth occurring valley wide since 2019.

“This new report provides agencies with an improved and a fuller picture of carbon emissions generated by our communities post-pandemic, giving us actionable information about where to focus our ongoing emissions reduction efforts,” said Tim Karfs, City of Aspen Sustainability Programs Administrator.

Key findings include:

• Total regional emissions increase: Total regional emissions in 2023 were 753,732 metric tons of CO₂e (Carbon Dioxide Equivalent) which represents a 22% increase from 2019. 
• Cleaner electricity leads to a decrease in building sector emissions: The report outlines how regional utility efforts to shift electricity sources to renewable energy has led to a 2% decrease in emissions from all buildings, despite increased energy consumption.
• Transportation sector emissions increase: The report leverages new big data sources to more accurately depict on-road transportation activity. As a result, vehicle emissions are shown to increase substantially from 2019.
• Coal Basin mine methane is 9% of total regional emissions: Recent work quantified the amount of methane passively leaking from the abandoned coal mine complex. Community partners such as the Community Office for Resource Efficiency (CORE) are developing solutions to mitigate these emissions.
• Solid waste emissions increase: Despite the success of community waste diversion programs, total landfilled waste increased from 2019, which shows the need for ongoing attention to reduce waste. 

While the findings show progress in reducing emissions from the largest source (buildings), they also underscore the need for more aggressive action and regional approaches to meet emissions reduction goals. Recent policies, such as house size limits, energy budgets and building code updates are expected to significantly reduce emissions but are not reflected in the 2023 data.

“Our communities are working aggressively to curb emissions from buildings, and we expect to see significant decreases in this sector in the next report. However, that means we will see transportation, waste and other emissions make up a greater proportion of the total. Solutions will have to be regional in nature which presents opportunities for future collaboration to meet our goals,” said Michael Port, Pitkin County Climate Action Analyst.
