WELS - Water Efficient Landscaping Standards
An 18-month pilot phase began June 22, 2017 after adoption of Ordinance 16, Series 2017 and ended on December 31, 2018. For all permit applications accepted by the City during the pilot phase, all documentation described in this document was required, and irrigation and landscaping installation requirements needed to be met. During the pilot phase, the City encouraged applicants to meet the 7.5 gallons/season/square-foot water budget, however, failure to meet the Maximum Applied Water Budget during the 18-month pilot phase did not hold up applicant’s building permit and/or certificate of occupancy. Effective January 1, 2019, full compliance with the City of Aspen Water Efficient Landscaping Ordinance and Standards will be required.
WHY does the City of Aspen have Water Efficient Landscaping Standards (WELS)?
- To reduce outdoor water demand – 60-70% of Aspen’s treated water is sold for outdoor use.
- To promote the values and benefits of healthy landscapes while using water as efficiently as possible.
- To establish a structure for planning, designing, installing, maintaining, and managing water-efficient landscapes.
- To use water efficiently without waste by setting a Maximum Water Budget for water use and reduce water use to the lowest practical amount.

WHEN is a WELS review needed?
A WELS Review is generated from the Master Building Permit submission when 1 of the following apply:
- The disturbance area of the build or addition is over 1000 square feet AND greater than 25% of the entire lot.
- Permit applications with more than ten thousand (10,000) square feet of affected area.
- All permit applications with internal work that demolishes greater than 50% of the existing structure.

WHAT do I need to submit?
WELS Application Package
- City-provided checklist of all documents. For list of documents, please see the WELS Document Requirements (PDF).
- Project information (WELS Section 3.1.2)
- Applicant signature with date with statement, “I agree to comply with the requirements of the Water Efficient Landscaping Standards and submit a complete WELS Application Package”.
- Complete Outdoor Water Budget Worksheet (XLS)
- Signed Landscape Design Plan
- Signed Irrigation Design Plan
Inspection Requirements (to be submitted before an inspection can be scheduled)
- Third Party WELS Irrigation Audit Report (PDF) and Irrigation Audit Approval Letter (PDF).
- Landscape and Irrigation As-Builts or plans noting “built according to plan.”
- Updated Outdoor Water Budget Worksheet or the approved noting “no deviations.”

Nonfunctional Turf Ban
Effective January 1st, 2026, Colorado state bill SB5 will ban the planting of “nonfunctional turf” and “nonfunctional artificial turf” in certain circumstances.
Nonfunctional turf/artificial turf is defined as non-native or non-climate adaptive turf grass species that are planted in areas that are only for aesthetics and do not have any other designated purpose or use, such as a sports field, dog play areas, etc.
Nonfunctional turf/artificial turf will not be allowed to be planted on commercial properties, common interest areas or public right-of-way landscaping for new builds or redevelopment that must comply with WELS. See section 4.3.2f in the Water Efficient Landscaping Standards for more information.

County Process Documents
Attention: all plans and documentation related to permits and reviews for proposed development on Pitkin County Parcels with connection(s) to City of Aspen water distribution system must be submitted via the City of Aspen's Applicant Portal.
County parcels that meet the triggers listed in WELS must comply with the standards. The required documents are the same as listed above. Additional information regarding permits for Pitkin County Water Permits can be found on the Utilities Permitting page.

Qualified Water Efficient Landscaper Certification:
The QWEL program is an EPA WaterSense labeled Professional Certification Program for Irrigation System Audits. QWEL graduates meet the requirements to perform third party water audits as specified in Aspen’s Water Efficient Landscaping Standards. QWEL professional certification provides landscape professionals with 20 hours of education on principles of proper plant selection for the local climate, irrigation system design and maintenance, irrigation system programming and operation and sustainable landscaping.The next training in Aspen will be offered in the Fall.
