Parking Reservation Permits
Parking Permits are required when a project needs to reserve parking spaces for vehicles or equipment for any period. This can include:
- Special Events Parking
- Construction Sites and construction-related activities
- Staging of construction vehicles, equipment, and materials (ex. Dumpsters, job trailers)
- Deliveries, moving trucks, cranes, tree-trimming, etc.

Please note that Right-of-Way permits, and Temporary Encroachment permits do not include parking and must be requested separately by submitting an application through Salesforce.
Timing and Notices
When applying, it is important to consider the following time requirements to ensure the Parking Department can manage your parking reservation:
- Application must be submitted at least 1 week prior to the reservation start date (Applications submitted after 1 PM may not be processed until the next business day, payments received after 1 PM may not be processed until the next business day)
If application is not submitted within the required period of 1 week, the permit may be subject to expedited permit fees (see fees tab).
To ensure the public has proper notice of an upcoming parking reservation, official signage must be displayed in advance at the designated times. Please note that the Parking Department will not be able to enforce violations of the reserved spaces until the notice time has lapsed.
- Residential signage must be posted 72 hours prior to the reservation start date therefore requiring a minimum of 7 days notice/application submission.
- Signage in the Downtown Core must be posted 24 hours prior to the reservation start date therefore requiring a minimum of 7 days notice/application submission.
The applicant is responsible for renewing their parking permit before it expires to avoid additional fees. As our application portal (Salesforce) does not have the capacity to send renewal reminders, we encourage you to keep track of your permit’s expiration date and plan accordingly.

Fees
Parking fees are calculated per space, per day, depending on the zone, and are reserved for the intended use only. When the intended use has been completed, parking spaces must be returned to public use.
Construction-Use Parking Reservations:
- In the Downtown Core: $100 per space, per day
- In the Residential Zones: $40 per space, per day
Non-Construction Parking Reservations:
- In the Downtown Core: $50 per space, per day
- In the Residential Zones: $25 per space, per day
Special Events Parking Reservations:
- In the Downtown Core: $50 per space, per day
- In the Residential Zones: $25 per space, per day
Expedited permit fee: Additional $100 per space, per day
This fee will be automatically added if the applicant fails to provide the appropriate notice prior to the reservation. See specific zoning time requirements below:
Core: 7 days prior to reservation start date
Residential zones: 7 days prior to reservation start date
Making a Payment
To secure your parking reservation, all permit fees must be paid beforehand. Additionally, any outstanding parking permit fees must be settled before requesting a new permit.
Payments can be processed in Salesforce via Credit Card or E-check. Or, in person at the Parking Department office, located at 455 Rio Grande Place, Third Floor.
Please consider the following guidelines when preparing to submit an application for a parking reservation:
It is the applicant’s responsibility to properly estimate how many spaces will be needed/impacted by the proposed activity. Be sure to consider parking for all vehicles, equipment, and room to load/unload (if applicable). Please note that using more spaces than requested can result in penalty fees. To carefully plan how many spaces you will need to request for your event or construction activities, please consider the following:
- Parallel parking spaces average 18’ long
- Diagonal parking spaces average 8.5’ +/- wide
- If you are unsure and would like some assistance with estimating your parking spaces, our Parking Ambassadors are more than willing to help in the process.
- Using "street view" in google maps can be very helpful in identifying the number of spaces needed.
- During your parking reservation, you will be responsible for overseeing your reserved spaces and notifying the Parking Department of any unauthorized use by calling (970) 429-1761. An officer will be dispatched to assist and address the situation.
- The applicant is responsible for renewing their parking permit before it expires to avoid additional fees. As our application portal (Salesforce) does not have the capacity to send renewal reminders, we encourage you to keep track of your permit’s expiration date and plan accordingly.
- The parking spaces you request should be based off of the street address not address of project
- Spaces being used for job trailers, dumpsters, material storage, etc. will be charges for the full 7 days of the week
- Please inform officers of issues with signage so that it may be addressed accordingly
- Do not move or modify reservation signs. They are placed intentionally to reserve specific spaces
- Saturday and Sunday complaints: call dispatch and an officer will assist

The description must include: the location, the number of spots needed, where within the street location, and what the purpose of the reservation is.
Example of a preferred description for the example above: "Two parking spaces on south side of east Bleeker, in front of address, to be used for moving trucks."
