Fill Station Program

The City of Aspen Utilities Department offers a fill station for customers who need access to bulk water. You must apply with the City, fill out the forms below, and receive a permit before using our fill station. Instructions for filling out the paperwork are below this section.
For the 2023 calendar year, the Utilities Department has one fill station located at 76 Service Center Road.
As always, make sure equipment is properly maintained and air gaps have been inspected by a licensed inspector. At the time of the fill you must have a copy of the approved permit application paperwork for authorized use of the fill station. Please make sure to review the documents fully below prior to using our digital fill station system.
The per visit charge for filler hydrant water use will be $30.00 per visit and is added to charges for actual water usage. Water usage is charged at $19.00 per 1,000 gallons. Monthly payment is required. Please call Julia Fahy at 970-429-1971 with questions.

The City of Aspen Water Department is accepting applications for filler hydrant permits
Applicants are required to email the completed permit application packet (pdf format) to Julia at julia.fahy@aspen.gov. Make sure to attach all required forms in your packet (City of Aspen Fill Station Permit Application, Permittee Required Contact Information Form, a copy of the completed Air Gap Verification for Mobile Applications).
Once your permit is approved, you will receive an emailed copy of your approved permit, as well as your individual access ID and PIN. Your company MUST retain a signed, approved copy of the permit application packet in each of your company vehicles that are used to connect and fill from the filler station.
RENEW ALL FILL STATION PERMITS ANNUALLY.
ON JANUARY, 2023 ALL 2022 PERMITS WILL BE DEACTIVATED AND COMPANIES WILL BE REQUIRED TO RENEW FOR THE 2023 SEASON. THANK YOU.
PLEASE NOTE: We require your container/truck that you are connecting to our fill station to have a passing air gap inspection in order to obtain your permit for the year. We do provide free air gap inspections. To schedule your free inspection, please contact Keith Wester at keith.wester@aspen.gov at least 48 business hours in advance of when you would like to submit your permit application. You are welcome to use a certified tester of your choosing to perform your air gap inspections.
