APCHA Hires Compliance Manager

Aspen, Colorado – July 31, 2018 – The Aspen Pitkin County Housing Authority has hired its first ever Compliance Manager, Bethany Spitz, to better serve the dual goals of education and enforcement of APCHA’s rules.


“For the last several years APCHA has been working on increasing its education and enforcement role. We believe that creating a position to focus exclusively on compliance will best serve the community,” said Mike Kosdrosky, APCHA Executive Director. “As the workforce housing program has grown, so has its complexity and rules. To strengthen public trust in the program, it is necessary to take a more proactive role in educating everyone involved in the APCHA system about their roles and responsibilities.”


The Compliance Manager’s primary duties will include providing public outreach and education on APCHA’s rules, investigating alleged violations of deed restrictions, conducting random compliance audits, and making administrative recommendations on enforcement actions.


In addition, the Compliance Manager will act as APCHA’s internal policy and organizational expert on all local, state, and federal housing regulatory matters.


Spitz began her new role this week having last worked for the Aspen Skiing Company as a Human Resource Regulatory Compliance Manager.


“I’m excited for this new role,” said Spitz. “APCHA provides such a powerful benefit to the Aspen community and I am eager to participate in maintaining the integrity of the system for current and future participants. I look forward to helping the community better understand the requirements of the APCHA Guidelines and deed restrictions.”


Spitz has a law degree from the University of Maine and a B.A. in Environmental Science from Colby College.
