Essential Home Repair Pilot Program expands to include additional homeowners
 
Matching grants up to $10,000 now includes Category 4 units in APCHA

 

Aspen, CO – Aspen City Council and the Board of Pitkin County Commissioners have approved changes to expand who qualifies for the essential home repairs pilot program administered by the Aspen-Pitkin County Housing Authority.

The program, which launched in October 2023, now assists qualified Category 1-4 APCHA homeowners with home repairs that are essential to the health, safety, and longevity of the household and unit.

Elected officials recently approved the expansion to include Category 4 homeowners, as well as all category owners for emergency repairs costing over $20,000.

Since the program was rolled out in mid-October, APCHA has received over 60 applications and 26 of them have been approved for grants. Three grants have been issued, which are assisting homeowners with repairs to windows, flooring, and a hot water heater.

The program offers a maximum grant of $10,000 to address critical conditions, with the grant amount and required match determined by a homeowner’s requalification income category at the time of application.

Requalification includes submitting last year’s W2 or 1099; last year’s tax returns; and employment verification to document full-time employment if not retired.

To qualify, homeowners must be current on HOA dues and taxes, in full compliance, and under the current deed restriction. Homeowners must be within Category 1-4 based on last year’s income, not the category of the unit.  

Common area repairs or repairs responsible for HOA capital reserves are not eligible. 

All owners are required to meet a percentage match of the final repair cost and is dependent upon last year’s income.  

This pilot program is made possible by Aspen City Council and the Board of Pitkin County Commissioners, which each allocated $200,000 toward essential home repairs.

Applications are being accepted on a rolling basis until funding is depleted. Approximately $200,000 is left in funding.

Funding is retroactive. Funds are sent once the owner has completed and paid for the repair.

A professional quote or estimate for the repair is required for a complete application. If the repair was completed within two months prior to applying, repairs with paid invoices are eligible.
