Burlingame Ranch Phase 3 Unit Sales Delayed
Completion now anticipated for 2023

Aspen, Colo. – Friday, July 29, 2022 – The City of Aspen announces a delay to the sale of all Burlingame Ranch Phase 3 affordable housing units until 2023. The 79-unit development began construction in early 2021, with unit sales previously scheduled to start in September 2022.

In late 2021, staff cautioned elected officials and the public about potential delays to the delivery schedule. Staff noted in a February 14, 2022 Memorandum to Aspen City Council that delivering the eight buildings on a staggered schedule would be necessary rather than as a complete project.

“There is no one issue which has caused the delay of unit sales to 2023,” shared Chris Everson, senior project manager. “Instead, numerous compounding issues have resulted in the City's need to push back the sales timeline.”

Construction issues experienced can be attributed to labor shortages and supply chain problems, including long material lead times, which emerged in 2021 and continued into early 2022. These complications led to challenges with both overall construction quality and the delivery schedule. 

More recently, the City determined it is necessary to expend additional time and effort to study the quality of the work to date in a decision to prioritize quality work over expedience. The project team is working together in partnership with City suppliers to focus efforts on ensuring high-quality construction while minimizing delays as much as possible. Currently, the project team is studying details about the impacts to project schedule and budget. A new timeline for the schedule of unit sales in 2023 will be announced by the City once finalized.

Since the early 2000s, the City of Aspen has been developing a 258-unit affordable housing subdivision at Burlingame Ranch near Buttermilk Mountain. Two prior phases with 166 affordable condominiums and 11 single-family homes have previously been completed. The Burlingame Ranch Phase 3 affordable housing development, located 3.5 miles from downtown Aspen will provide 79 total units, including 25 1-bedroom units, 17 2-bedroom units and 37 3-bedroom units. Burlingame Ranch is an affordable housing enclave that provides working households with the opportunity of affordable homeownership.
