Construction & Demolition Debris Program

The City of Aspen requires the diversion of locally recyclable materials from construction and demolition (C&D) projects, to decrease waste sent to the Pitkin County landfill.


Required Projects

Any projects acceding 2,000 sqft of construction disturbance area.

Required Materials

All required materials can be recycled at the Pitkin County Solid Waste Center. If you have specific questions regarding best-practice on-site-sorting & hauling, and different piles at the Solid Waste Center, you can find more resources on their website.

Requirements

There are two main requirements for the C&D Debris Diversion Program:

  1. Green Halo is the required platform for all steps of the process: you must develop and submit a waste management plan, carry out the approved plan throughout your project, and provide all necessary documentation of diversion efforts using this system.
  2. Applicable projects will have a C&D Debris Diversion Deposit of (Con Mit Sqft x 0.05) x $495 to ensure follow-through with the approved waste management plan. Additionally, the City can enforce an Unsorted Load Fee (Mixed C&D Load x $495), in case of recyclable materials being thrown into the landfill.

Before Project

Step 1. Apply for your permit via the city’s online permit system.

Step 2. Create your waste management plan in the online waste tracking platform, Green Halo. If you are creating an account in Green Halo for the first time, select the FREE plan. You do not need to pay for this service or upgrade to use any premium features. 

Step 3. Staff reviews waste management plan in Green Halo and notifies you of approval or missing information. 

Step 4. (If applicable) Pay the waste deposit calculated for your project.

Step 5. (If applicable) Once permit has been issued, request a Pre-Demolition Inspection.

During Project

Step 6. Collect weight tickets for recycling, reuse, or disposal including receipts for material donation or resale and upload them to Green Halo throughout project.

After Project

Step 7. Upload any remaining weight tickets and receipts to waste management plan in Green Halo then submit for final. Request a Post-Demolition or Post-Construction Inspection.

Step 8. Staff reviews completed waste management plan and, if applicable, determines refund of the waste deposit.
