Affordable Housing Development

Aspen City Council has prioritized the creation of more affordable housing. Aspen City Council has directed staff to develop 79 new units at Burlingame Ranch Phase 3 and potentially 300+ units at the City’s Lumberyard property. Public outreach and engagement are integral to the development planning process as it is imperative to include the community in the process. 


Burlingame Phase lll, 79 Housing Units, Pitkin County Workforce

  • Approved on 2011, Ordinance 22 of 2011
  • Community outreach on improvements 2019
  • City Council approved numerous minor improvements in 2019-2020
  • Minor PD amendment submitted for approval in June 2020
  • 100%desogn development, 90% construction documents 2020
  • Building permit applications submitted in July 2020
  • General Contractor contract in progress Aug - Sept 2020
  • Construction start scheduled for March 2021
  • Occupancy planned for October 2023

Lumberyard Housing, TBD Units, Pitkin County Workforce

  • Initial community outreach occurred fall 2019 and early 2020
  • Outreach involved the community in the conceptual design process
  • A large consensus that the site is appropriate for housing
  • Initial 2020 site diagrams included a density of 143 to 212 units
  • City Council directed higher density up to 300+ units
  • Further community outreach upcoming in Sept-Oct 2020
  • Council's goal is to have a preferred conceptual design by the end of 2020
  • 2021-2022 schematic design, land use approval process
  • 2022-2023 entitlements/construction documents and building permit applications
  • 2024 tentatively planned construction start
