City Manager
Form of Governance & Duties
The City of Aspen operates under a Council-City Manager form of government. The City Manager is appointed by and serves at the pleasure of the City Council. The City Manager’s Office is responsible for ensuring the public receives excellent customer service by providing guidance and support to all City departments, and by assisting City Council in defining and meeting their collective goals.
City Manager's Office Team:
Pete Strecker, City Manager (he/him)
Pete Strecker was appointed City Manager on October 20th, 2025. Strecker brings more than two decades of experience in state and local government, along with a strong background in financial leadership and economic forecasting.
Strecker has served as Aspen’s finance director since 2018, overseeing the city’s financial operations and strategic fiscal planning. He originally joined the city in 2012 as assistant finance director after relocating to the Roaring Fork Valley.
Before his tenure in Aspen, he held key roles in state government, including budget director for Colorado’s Health Care Policy and Financing (Medicaid) and Agriculture departments, as well as chief of economic forecasting under Gov. Bill Ritter Jr.

Diane Foster is the Deputy City Manager and has been in this role since 2020. The Assistant City Manager directly oversees the Wheeler Opera House, Kids First, and Aspen Pitkin County Housing Authority (APCHA).
Diane and her husband moved to Aspen from Park City, Utah, where Diane served as City Manager for seven years. She loves snowboarding and camping, and you will find her most weekends on the slopes or at a campsite.
Tyler Christoff, Deputy City Manager (he/him)
Tyler Christoff is the Deputy City Manager overseeing built-environment services and previously served as the Director of Public Works, Deputy Director of Public Works and Utilities Director. He has more than 18 years of experience at the City of Aspen, including transportation construction, engineering, project management, water, and electric utility management.
Alissa Farrell, Administrative Services Director (she/her)
Alissa Farrell is the Administrative Services Director and has worked with the City of Aspen since 2004. The Administrative Services Director oversees Human Resources, City Clerk, Information Technology, Communications, Risk Management, and Strategy and Innovation departments at the City.
Teika Carlson, Assistant City Manager (she/her)
Teika is the Assistant City Manager. She works directly with the City Manager and her team on focused projects that enhance the City of Aspen's mission and values. Teika joined the City of Aspen in 2026 from the Executive Office of the President in Washington, D.C., where she served as the Deputy Director for Climate and Science Agency.
