BIQ: Benchmarking Exemption

The City of Aspen’s Building IQ ordinance requires that properties within the city of Aspen over a certain square footage must benchmark energy and water usage using EPA’s free Portfolio Manager tool and report it to the City of Aspen.

In completing this form, you are requesting an exemption from this year’s benchmarking requirement. Once your form is complete and submitted, we will reach out to either confirm your exemption, deny your exemption, or ask for additional information. In order to be considered for an exemption for the 2023 benchmarking requirement, you must complete this form by May 1, 2023.

The Building IQ ordinance states that a property can seek an exemption for reasons listed below. Please check the reason(s) that you are seeking exemption.

	The property did not have a Certificate of Occupation or temporary Certificate of Occupation for that full year.
	A demolition permit for the entire building was issued during that year, provided that demolition work commenced, and legal occupancy was no longer possible prior to end of that year.
	The property did not receive energy or water utility services for at least 30 days during that year.

	Due to special circumstances unique to the property, strict compliance with provisions of this ordinance would not be in the public interest.
	Due to special circumstances unique to the applicant's facility and not based on a condition caused by actions of the applicant, strict compliance with provisions of this ordinance would cause undue hardship.
	The property is experiencing financial hardship.
