APCHA - Aspen Pitkin County Housing Authority
“The Aspen City Council and the Pitkin County Board of County Commissioners recently adopted changes to the Aspen/Pitkin County Housing Authority (APCHA) Board makeup which places City Council members on the APCHA Board. The Land Use Code requires that certain land use applications receive an APCHA Board referral and recommendation, creating a potential conflict of interest for City Council members.
Community Development Staff identified this issue and initiated a Land Use Code Amendment to eliminate references to APCHA Board referral and recommendation requirements and include language requiring compliance with the adopted APCHA Guidelines. Certain land use applications will continue to be referred to APCHA when necessary, however, referral comments will come from APCHA Staff only. After two hearings, City Council successfully adopted this Land Use Code Amendment on May 20thvia Ordinance 12, Series 2019. This Ordinance and new process will become effective on June 19th, 2019.”
