Our next Lunch and Learn for applicant training in Salesforce is Monday, March 25^th, which will be held in Council Chambers (lower level of City Hall) from 11:30 a.m. to 1 p.m. Please RSVP at buildingadmins@cityofaspen.com if you plan to attend.

We also are beta testing building permits in Salesforce and are looking for volunteers to apply using our new system. The work scope of permits eligible for consideration includes new construction, alterations, and additions. If you are interested, please email permitcoordinators@cityofaspen.com and tell us about your project and when you think you will be ready to submit. We will work with you to ensure that your project is a good fit.

If the beta testing goes well (and we believe that it will!!), applications for all building permits will be done in Salesforce starting about mid-April, so please don’t wait to get registered in the system.

Registering in Salesforce

To apply for permits in Salesforce using the customer portal, you must first get registered in the system. To Register for the Applicant Portal, follow this link to fill out the new user registration form: https://www.surveymonkey.com/r/SFNewUser. You should receive a “Welcome to the Applicant Portal!” email within 24 to 48 hours. You can click on the link in the email to set your password and log into the portal.

WHY A WATER EFFICIENT LANDSCAPING ORDINANCE?
Reducing outdoor water demand management is important because planning forecasts show that projected future municipal water demands will exceed the Community’s water supply during extreme drought periods, particularly during seasons with high outdoor water use. Managing our outdoor water use will help mitigate this scenario.

HOW WILL THE CITY APPLY THE ORDINANCE?
The standards will apply to the following projects that use City of Aspen potable water:

Landscaping, grading, installing or disturbing hardscapes, additions to structures, etc. that has a disturbance area greater than 1,000 square feet and greater than 25% of entire site.

All new construction with internal work only that demolishes greater than 50% of the existing structure.
- City and county parcels currently on well water that apply for a new City water account

WHAT ARE THE GOALS OF THE ORDINANCE?

Promote the values and benefits of healthy landscapes while recognizing the need to invest in water use efficiency

Establish a structure for planning, designing, installing, maintaining and managing water-efficient landscapes in new construction and renovated/rehabilitated projects.

Use water efficiently without waste by setting an upper limit water budget and low use as a goal.

WHAT ARE THE OBJECTIVES?
The water efficient landscaping ordinance establishes standards that promote efficient development and use of water within the City of Aspen’s water service area. Implementation of these standards fulfills certain recommendations identified in the City of Aspen’s Municipal Water Efficiency Plan, the Roaring Fork Regional Water Efficiency Plan, and the Roaring Fork Watershed Plan.

WHEN WILL ENFORCEMENT OF THE ORDINANCE TAKE EFFECT?
The Water Efficient Landscaping Standards (WELS) Ordinance was adopted by Aspen City Council on June 22, 2017, and administered as a “pilot phase” program until December 31, 2018. As of January 1, 2019, all documentation requirements, submittals, and installations identified in the WELS will be required and enforced.

HISTORIC PRESERVATION BENEFITS AMENDMENTS

The City of Aspen Inventory of Historic Sites and Structures contains 300 properties built during the Victorian and Modern eras. All of these properties, which represent approximately 15% of the lots in the City, are required to go through a more rigorous and time intensive design review for any proposed alterations than is the case for non-historic structures.

The preservation program creates an opportunity for partnership between the City and the relatively small group of owners responsible to help maintain Aspen’s valued historic character. The Historic Preservation Commission and City Council can grant certain benefits for listed resources as an incentive for maintaining, preserving, and enhancing the historic property.

More than 100 outstanding historic preservation projects have received awards from HPC since the benefits were first adopted thirty years ago. That said, not all historic preservation projects have successfully balanced development and community interests. In 2017, Council directed City staff to prepare amendments to the benefits that could potentially improve outcomes without unnecessarily threatening the positive aspects of the program.

First Reading of an Ordinance proposing draft amendments to the historic preservation benefits was held on March 13th. The Council packet is available for review here.

Second Reading, a public hearing, will be held on Monday, April 8^th at 5:00 p.m. The Council packet for Second Reading will be posted here on April 5th.
