As the City of Aspen focuses on specific, proposed responses to the issues and policy goals raised by Aspen City Council and included in the moratorium, we are relying on the public and technical stakeholders to share their thoughts about the details of the draft code amendments as they relate to residential development in Aspen.
Last week, we hosted focus group sessions with technical stakeholders to frame proposed code amendments around affordable housing, demolition, and dimension. As we continue in our code revision process, we invite the public to attend one of our upcoming events where City staff will be available to share information, answer questions, and hear feedback about potential policy changes.

After four months of research, analysis, and community and technical engagement around short-term rental regulations, City of Aspen staff held a work session with Council on April 11, 2022, to receive final direction on key issues and to begin preparing an ordinance.
Staff anticipates presenting a program outline and ordinance to Council in May. The program, per Council direction and in accordance with research into practices in other communities, will be comprehensive representing a wholly new approach to regulating STRs in Aspen.
Following discussions with Council about their preference for STR regulations, staff expects the program to include the following:
- A mandatory permitting system with different permits for owner-occupied, non-owner-occupied, and lodging STRs;
- Limits on the number of STRs in residential zone districts (the specific numbers are to be determined by Council in upcoming meetings);
- An annual permit fee assessed on STR permits;
- In-unit life-safety standards and enforcement; and
- In-unit messaging programs related to local rules and good neighbor policies.
Additionally, Council directed staff to begin assisting them in exploring the potential for an STR-specific tax question to be placed on the November 2022 or March 2023 ballot for voted consideration.
Weigh in on this question, as well as other specific policy direction, by
taking this new questionnaire. The questionnaire closes at 5 p.m. on April 29, 2022.
