Notice to ALL City of Aspen Sales and Lodging Tax Filers

The City of Aspen is resuming the implementation of its new sales tax and business licensing software (MUNIRevs). The current online business licensing and sales tax filing software (Innoprise) will be turned off on October 26, 2020 which will allow you to complete your September sales tax filing on a normal schedule at the usual location.

There will be no online mechanism to file returns or make payments between October 26, 2020 and November 09, 2020 as we will be finalizing the transition between the two systems during that time period.

Effective November 09, 2020, you will need to register for and use the new paperless, online sales tax collection and business licensing system, MUNIRevs. Many businesses will be familiar with this new platform as it is used by other local municipalities such as Snowmass Village, Carbondale and Glenwood Springs.

Registration notices and details will be sent out electronically to the current contact email we have on file for your business. Tax payments, tax returns, business license applications and renewals must all be submitted online. Future reminders, correspondences and notices will be sent via email exclusively.

If you are receiving this email, you will receive the official MUNIRevs registration letter at this same email. We will also be sending out a paper mailing notice with registration details as a onetime secondary notice.

LODGING TAX FILERS – Specific to Short-Term Rentals

If you submit Sales and Lodging Tax on Short-Term Rentals there are additional changes coming to the licensing and tax filing requirements.

As of November 13, 2020, ALL Short-Term Rental owners must

Obtain an individual Business License for each rental property
File sales and lodging tax for each licensed property (no more combined returns on multiple properties, each property must file its own taxes) a tool for accountants and property managers is available to file all individual returns in one excel upload, further details are available here https://www.cityofaspen.com/1328/Bulk-Filing
EVERY property is required to obtaining its own Vacation Rental Permit (as is currently required).

All of these actions can be done online under the MUNIRevs account for the short term rental owner. A property manager or responsible party can complete these forms but the OWNER should be listed on the License and Permit as they are ultimately responsible for the tax, licensing and permitting.

Finance will accept November tax remittance under combined returns as to not implement any changes mid month for short term rentals that are in compliance with current regulations. The enforcement of the new tax filing requirements on those accounts who are currently in compliance will begin December 1, 2020, tax filings for December, which are to be filed by January 20^th 2021, will need to be filed individually or via the bulk upload tool for each licensed property, no combined returns will be accepted.

Notices of non-compliance will be mailed to ALL properties that have been identified as active rentals. Do not rely on receiving notice from the City that you are not in compliance. You are required to be in compliance with these regulations whether you receive notice or not. The non-compliance letters will go the property owner on record with the Pitkin County Assessor as they are ultimately liable for tax and licensing matters of their property. There are no exceptions to this requirement and EVERY property being offered as a Short-Term Rental in the City must comply with the new regulations
