Aspen City Council approves updates to short-term rental regulations
 

Aspen, CO – Aspen City Council approved amendments to the city’s short-term rental (STR) regulations on Tuesday, Nov. 18. The amendments are intended to streamline the permit application process, offer limited exemptions for permit transferability and tax filing requirements, and enhance compliance within the STR program. 

 

The approved changes include:

  • HOA affidavits are no longer required for permit renewal applications. 
  • For new STR permit applications in uncapped zone districts, a mailing notice is no longer required for the public notice portion of the application process. 
  • Permitted properties that are rendered untenable due to an “act of nature” emergency may qualify for tax filing exemptions. An exemption for properties with active building permits has also been added.  
  • A new STR-Temporary permit type will allow new property owners to accommodate limited pre-existing reservations made before the sale of the property. 
  • Short-term rental platforms are required to mandate permit numbers to be displayed in rental advertisements and are responsible for removing non-compliant advertisements. 
  • In the event of a permittee’s death or divorce, an active STR permit may be transferable to another individual listed in legal documents. 

 

The approved changes come following a thorough review of STR program data, public input, and staff analysis. 


“These updates demonstrate the city’s commitment to taking meaningful action in response to community feedback,” said Emmy Oliver, lodging and commercial core program manager. “The revised regulations provide flexibility and clear expectations for program participants while supporting a balanced approach that serves both STR stakeholders and our community members.”
